LRRWMO Meeting Minutes <br />December 15, 1994 <br />Page 4 <br />Beduhn then reviewed the cost estimate and estimated completion date schedule, and <br />advised that if the LRRWMO decides they don't want this extra effort or work, Barr <br />Engineering could reduce their cost by $3,000, for a not to exceed figure of $30,000. <br />Obermeyer explained the $33,000 estimated submitted is "upper-end" and these tasks can be <br />adjusted based on what the LRRWMO wants included in the Plan. <br />Beduhn reviewed the Barr Engineering organizational chart, explaining each staff person's <br />expertise and responsibilities. Obermeyer advised thel LRRWMO about their extensive <br />Ibrary. Beduhn added they also have E-Mail access to all Federal and State data bases as <br />well as contact with Anoka County mapping which they would utilize to the extent practical. <br />Jankowski noted the two proposals contain a fair amount of cost difference in the first five <br />tasks which deal with data collection and assessment. He questioned what specific data is <br />required to be included. Obermeyer responded that data collection and assessment deals <br />with collection of information available from the communities but also meeting with each <br />municipality on a one-on-one basis and finding out what their specific needs are. With the <br />two other updates he worked on, five to six meetings were held between these groups as well <br />as on an individual basis with each municipality. Once they met with all cities individually, <br />they again met as a group so everyone is aware of what each community desires. <br />Obermeyer emphasized that gathering data from their files is just a small part of this work <br />task, and it mostly involves meeting with member cities to determine specifics they want <br />included in the Plan that can be implemented. He explained that implementation is a key <br />issue with BWSR as well as having goals and policies that are not too vague and can be <br />measured. <br />Jankowski noted that the LRRWMO Plan identifies water quality as a priority concern in <br />the basin, and asked if there will be a lot of data available regarding this issue. Beduhn <br />advised they would not spend the entire Plan budget doing that if no data is available. Also, <br />if a lot of data is not available on a certain issue, Barr would ask the LRRWMO if more <br />data is really needed, if sampling should be done, or how data should be collected. <br />Obermeyer added that this could also be made the responsbility of the municipal plan. He <br />explained the LRRWMO Plan would set the framework and the cities can then set specific <br />objectives. With implementation, BWSR stresses being proactive. The WMO Plan needs <br />to specifically outline when and how the LRRWMO will be implementing certain programs. <br />Beduhn assured the LRRWMO that Barr Engineering will not incorporate capital <br />improvement projects into the Plan which would generate future work for the engineering <br />consultant. He reiterated his understanding that the LRRWMO wants to comply with <br />requirements but not do a lot of frivolous work on the Plan update. <br />
