LRRWMO Meeting Minutes <br />May 19, 1994 <br />Page 8 <br />Water Manaeement Plan Update Resolution <br />Beduhn explained that while the proposed resolution does not need to be adopted, it would <br />provide focus on what will be included in the LRRWMO Plan versus the local plan. <br />Consensus was reached to take no action on the proposed resolution, at this time, since the <br />LRRWMO will have continuing discussion regarding the Plan Update. <br />Newsletter Article -Coon Rapids <br />Ferguson not present, tabled to June 16, 1994 meeting. <br />Input for 1993 Annual Report <br />The Administrative Secretary pointed out the 1993 Annual Report revision regarding <br />broadcast of "Living With Water". <br />Moved by Weaver, seconded by Haas, to approve the 1993 Annual Report, as revised, and <br />direct the Administrative Secretary to submit it to BWSR. <br />NEW BUSINESS <br />Permit Fee and Regulations for Certificate of No Loss <br />Haas explained he has spoken with Beduhn regarding this issue and found that property <br />owners who want a Certificate of No Loss still need to make application to the LRRWMO <br />and pay the $500 permit fee. Beduhn can then inspect the property and determine what is <br />needed. <br />Jankowski asked if a similar process will be used when requesting a finding of no impact or <br />for work adjacent to a wetland but not actually in the wetland. He also questioned the need <br />to delineate the wetland in this type of situation to avoid issuance of a Cease and Desist <br />Order by the DNR. <br />A short discussion ensued regarding visual compliance and vegetation within wetland areas. <br />Schultz suggested that the property owner be encouraged to work with the DNR. <br />Based on Haas' suggestion, consensus was reached to encourage property owners to work <br />closely with their City building department who can determine whether work is taking place <br />within a delineated wetland. If work is outside a wetland but causing sediment to run into <br />the wetland, erosion control will be required. If work is taking place in a wetland the <br />property owner will automatically need to submit a LRRWMO permit, unless it is a DNR <br />wetland in which case they will need to apply with the DNR. <br />
