LRRWMO Meeting Minutes <br />May 19, 1994 <br />Page 7 <br />doing a good job and administered standazds in compliance with the Water Conservation <br />Act. <br />With regard to the plan update, Beduhn suggested the LRRWMO spend time "up front" to <br />establish very clearly defined goals, policies, and implementation standards. A brief <br />discussion was held regarding concern with impacts to the Rum River, use of hydrologic <br />engineering to establish water quality rate controls at appropriate locations, and target <br />pollution load guidelines. <br />Sandstrom explained that the Met Council is proposing to set some of these goals and the <br />WMOs will decide how to meet them or explain why they cannot met them. He stated he <br />did not feel the LRRWMO would have a problem as long as they develop a plan that <br />provides a practical, pragmatic approach to deal with what the issues are. <br />Jankowski commented that in addition to costs to prepare a plan, the budget may need to <br />be increased to cover costs to implement the plan. <br />Weaver asked Sandstrom if a conflict exists in the thrust of Met Council and BWSR. <br />Sandstrom explained the laws are changing to provide more oversight to BWSR. <br />Weaver stated the LRRWMO is committed to adhering to the existing laws and rules, and <br />those that will be put in place, and deals with County permits in the same manner as other <br />developments. He explained the LRRWMO has Barr Engineering review every permit to <br />assure water quality standards are met and assure compliance with all of the rules and <br />regulations. However, the LRRWMO also wants to keep costs within the budget. <br />Sandstrom stated his support for avoiding duplication and working closely with the Corp of <br />Engineers regarding permit requirements for one-half acre fills. <br />Haas explained that Andover has been very conservative with water management, and the <br />Council has been very supportive of the LRRWMO and Coon Creek Watershed to assure <br />additional runoff into creeks is not being created. He reviewed the procedure used by <br />Andover and stated they enforce their approved plan to the fullest extent. <br />Jankowski extended the Board's appreciation to Sandstrom and Haertel for their attendance <br />at the meeting and presentation. <br />Discuss Barr En ing Bering Proposal for WMO Plan Update <br />Beduhn dism'buted information regazding procedures used by other WMO's for their plan <br />update an a basic plan format which can be used by inputting missing data that is specific <br />to the LRRWMO. <br />
