<br />LRRWMO Meeting Minutes <br />April 21, 1994 <br />Page 5 <br />getting into comprehensive wetland identification and mapping, which the LRRWMO does <br />on a case-by-case basis. <br />Schultz noted that the Rum River is a significant water body in the LRRWMO boundaries. <br />Ferguson agreed. Beduhn reviewed issues that may come up including concern with <br />phosphorus levels. <br />Jankowski asked if the LRRWMO plan will run sequentially or parallel with the local plans. <br />Beduhn suggested that the local plan address outfalls to the Rum River. He noted that <br />Phase 5 should include outlining content of the local plans. Prior to that time (estimated <br />start date 11/1/94) the City can conduct basic data collecting. <br />A discussion ensued regarding the depth of detail and technical requirements that should <br />be included in the LRRWMO plan versus the local plan and the need to set goals that can <br />be measured in terms of determining whether they are being reached. <br />Jankowski asked if Beduhn has a sample or draft report which the LRRWMO can review. <br />Beduhn agreed to provide a copy of the Basset Creek plan. <br />Weaver expressed concern with the cost to tax payers for regulating issues such as <br />phosphorus levels as established by the PCA. He stated his preference for drafting a Plan <br />that will properly protect the LRRWMO's water but not to do so at the expense of the tax <br />payers beyond what is reasonable. <br />To avoid increasing costs, Beduhn suggested the LRRWMO identify, up front, what the <br />scope will be. He recommended the scope be kept narrow and focused. <br />Haas stated the current Plan is "bare bones" and suggested that the LRRWMO stay on track <br />with the same type of updated Plan. He explained Andover has an approved Plan which <br />uses PCA water quality regulations and engineer review of plans, and they have not <br />experienced any problems. He asked if the LRRWMO would consider approval of just one <br />phase. Beduhn indicated a willingness to do the update one step at a time. <br />Ferguson commented that there will be on-going discussions about how much the <br />LRRWMO will do, and after the data collection phase they will know where they "stand" <br />and what the next step should be. He stated Phase 5 (prepare draft plan) includes <br />something fora "fear factor" in case the focus changes or one-on-one or public meetings are <br />needed to address a major issue, and asked if the price would be reduced if this did not <br />happen. Beduhn stated the hours and cost could be cut, possibly in one-half, if there are <br />no public meetings or expanded scope. <br />Ferguson stated he understands Weaver's concern about cost as well as the consultant's <br />point of view regarding additional meetings, etc. He agreed that narrowly de1"ining the scope <br />will help reduce costs. <br />
