The Commission <br />may exercise the powers set forth in Article VI .. " (no change) <br />Page 21, VII, Sub. 12: "...members' local water management plans, capital <br />improvements relating to surface water mana eg ment programs and official controls..:' <br />Page 22, VIII, Sub. 3(a): "An improvement fund shall be established for each <br />improvement project instituted under Article VII, Subdivision 4_." <br />Page 25, VIII, Sub. 5: "...respective members on either 1 or 2 of the following <br />bases:" <br />Jankowski reviewed the comment made by Mr. Gedde regarding funding provisions for <br />capital improvement projects ordered by the WMO and suggested LRRWMO members <br />think through projects that may involve capital improvement projects. He commented on <br />alternate methods of funding in case a project involves a split vote and is clearly of more <br />benefit to one city than the other members. He suggested that in this type of case, financing <br />should be on a negotiated basis. <br />Schultz and Ferguson indicated they were comfortable with presenting the JPA, as revised, <br />to their respective Councils. <br />A motion was made by Weaver, seconded by Ferguson, to request Pearson to make the final <br />revisions, as agreed to by consensus of the LRRWMO, and submit the final draft to <br />member City Councils along with the resolution for adoption. Vote: 4 ayes, 0 nays. <br />Motion carried. <br />To expedite this process, the Administrative Secretary was directed to inform Pearson of <br />the revisions. <br />
