LRRWMO Meeting Minutes <br />December 15, 1994 <br />Page 7 <br />Jankowski asked if SEH has had any change in contract price with the Six Cities update. <br />Ferguson stated they are in Phase 3 now and SEH has not requested a change in price. He <br />explained that Six Cities has a number of creeks that cross boundaries so they want the flow <br />rates agreed to between cities spelled out in their plan. He reviewed the details of the Six <br />Cities review and data collection by SEH for the Six Cities plan. He stated he has been <br />comfortable with their process. <br />Weaver called the question. <br />Vote: 3 ayes, 1 nay. Jankowski voted nay. Motion carried. <br />Jankowski stated that his nay vote is not expressing any reservation with SEH because he <br />feels they are a fine firm, but he is concerned with the amount of effort that would have <br />been spent by Barr Engineering in gathering and assessing data that would have been of <br />benefit to Ramsey in updating their local plan. Jankowski concluded that he is confidant <br />SEH will do a fine job. <br />CONSIDERATION OF COMMUNICATIONS <br />Review Corre,~ondence in Chair's Folder <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder, noting <br />they do not require action. <br />Informational; no action required. <br />Cease & Desist Order -Steven Fries Letter -Andover <br />Haas reported that he met with Steven Fries to explain the requirements. Fries submitted <br />a plan and may be applying for a permit to fill wetlands and mitigate for them under the <br />WCA. Fries must submit a permit application by the January, 1995 meeting and meet the <br />WCA requirements or it will probably go to court. <br />REPORT OF OFFICERS <br />Third Quarter 1994 Reports -Andover and Coon Rapids <br />Haas submitted and reviewed the'I'hird Quarter 1994 Report for Andover. He explained <br />that Andover uses a Development Contract which stipulates that any violation of the WCA <br />results in withholding building permits. He offered to provide interested members with a <br />copy. <br />Motion was made by Weaver, seconded by Ferguson, to accept the Third Quarter 1994 <br />Report form Andover as submitted. Vote: 4 ayes, 0 nays. Motion carried. <br />
