LRRWMO Meeting Minutes <br />December 15, 1994 <br />Page 8 <br />In response to Weaver's question, Haas reported that Andover has requested an additional <br />1500 acres of MUSA (about 1,000 acres of buildable) and feels it will be approved pending <br />the Transportation Plan and septic inspection requirement. <br />A brief discussion was held regarding the requirement for septic inspection and how cities <br />will accommodate this requirement via permit fees and/or pumper permit requirements. All <br />agreed this has resulted in another unfunded State mandate. <br />Coon Rapid's report not available; placed on January, 1995 agenda. <br />OLD BUSINESS <br />Newsletter Article -Coon Ram <br />Ferguson reported a computer failure has resulted in the need to recreate the article. <br />Jankowski requested the article at the January, 1995 meeting so it can be included in <br />member City's newsletters. <br />Joint Powers Agreement -Update Re: Ramsey <br />Jankowski reported he met with Ramsey Mayor Elect Hardin and provided him with copies <br />of the proposed JPA wording as well as Pierson's comments. Hardin indicated he will <br />review this information and get back to Jankowski. <br />Weaver asked if the LRRWMO has been in noncompliance since the JPA is not completed. <br />Jankowski agreed they have been in noncompliance since August of 1993. Weaver suggested <br />that perhaps a note to Mayor Elect Hardin explaining this situation and the need for it to <br />be resolved may help. <br />Jankowski pointed out that a joint meeting will be scheduled shortly between Anoka and <br />Ramsey, and this would be a good tune to address this issue. All agreed. <br />Discuss Mn/DOT Action Re: LGU Permits <br />Jankowski reviewed that a letter dated June 23, 1994 was received from Mn/DOT on <br />October 31, 1994 indicating their intention to act as their own local government unit (LGU) <br />and providing a "one-time notice to mayors of all cities indicating that after this date, <br />Mn/DOT will only send copies of replacement plan applications and decisions to mayors of <br />cities that are directly affected (unless requested to do otherwise)". He also reviewed a <br />memorandum received from Barbara Ohman, BWSR, advising that Mn/DOT is exempt from <br />permitting requirements of local governmental units and watershed management <br />organization plans. <br />
