~. <br />LRRWMO Meeting Minutes , <br />March 17, 1994 <br />Page 7 <br />Jankowski explained that since Ramsey has not completed their Plan yet, they will have to <br />pay for both general (through the I;RRWMO) and detailed (local Plan) elements of the <br />Plan. He felt Andover would support this alternative since they have already adopted a Plan <br />and taken steps to update it. <br />Weaver noted that this alternative means member cities will have to take the lead and the <br />LRRWMO Plan would "tie" them together. <br />Jankowski t'elt the LRRWMO would initiate the process by updating their Plan and outlining <br />general goals which the member cities would use to update their Plan, in detail. <br />With regard to cost, Jankowski pointed out that Beduhn is suggesting he prepare a specific <br />cost proposal to update the WMO Plan which can be reviewed and discussed by the Board. <br />Schultz noted that Beduhn has indicted the update may take two years to complete and <br />estimated the cost for the first phase to be about $19,000. <br />Haas stated he is not sure how much the Ramsey Plan will need to be changed. He agreed <br />with the need to look at cost estimates as well as a work scope to determine what <br />changes/revisions will be needed to the Plan. Schultz concurred. Weaver also supported <br />directing Beduhn to prepare and present a cost proposal for LRRWMO consideration. <br />A brief discussion occurred regarding the section of the draft resolution containing a listing <br />of issues covered in the LRRWMO Plan vs. the local Plan. <br />Ferguson commented on the Upper Rum River Plan which is now being reviewed under the <br />permanent rules. He suggested the LRRWMO could review their Plan after it has been <br /><tppr~vcd. He pointed out that the draft resolution suggests the local Plan include a detailed <br />~vatcr quality and pollutant loading analysis which will be required for identification of future <br />and existing water quality problems. Since this topic was not included in the first Plan, he <br />felt it would entail a lot of work. <br />Haas noted that the Best Management Practices for Minnesota, a guidebook prepared by <br />the PCA Division of Water Quality, may have pollution loading analysis information. <br />Weaver commented that he does not want to "reinvent the wheel" and asked if the <br />LRRWMO should ask Beduhn to proceed with a cost and work task proposal. Schultz <br />suggested the LRRWMO review Beduhn's proposal as well as the timeline being suggested. <br />Moved by Weaver, seconded by Ferguson, to authorize Barr Engineering to prepare a <br />detailed cost proposal, work scope and time line for LRRWMO consideration at the April <br />21, 1994 meeting with the understanding that preparation costs will not be billed to the <br />LRRWMO. Vote: ~{ ayes, 0 nays. Motion carried. <br />
