LRRWMO Meeting Minutes
February 17, 1994
Page 8
Jankowski suggested that Pages 33-34 and Appendix B of the LRRWMO overall plan be
included as additional attachments rather than referenced. He explained that the overall
Plan is not available to most applicants so it would be helpful if the actual copies, if not
more than three to four, were provided.
Ferguson indicated support for providing this information because it will inform applicants
about what is required and result in permits being submitted in a more timely manner.
The LRRWMO briefly discussed making the deadline the first Thursday of the month, one
day before meeting packets are mailed and two weeks before the meeting date. It was felt
this was acceptable as long as Beduhn has adequate time to prepare a response.
Consensus was reached to approve the Permit Application Form Attachment, as revised,
and direct the Administrative Secretary to make the revisions for review at the March 17,
1994 meeting.
Water Management Plan Update Discussion -Beduhn
Jankowski reported Beduhn is recommending the LRRWMO adopt a resolution which states
they agree, in general to have the LRRWMO Plan contain basic inventories, goals, policies,
standards and methods as required by Chapter 8410 of Minnesota Rules and that it is the
Board's intention to require detailed analysis of water quality/quantity to be contained in the
local Plans. He explained he suggested his Council wait until the WMO Plan is updated and
that they look at updating the City's Plan in budget year 1996.
A brief discussion ensued regazding who should act on their Plan first, the LRRWMO or
City.
Schultz pointed out that new mandates will probably be in place which will affect the Plans..
Jankowski suggested the LRRWMO begin to jointly think about the Plan revisions and
inform member cities they will need to prepare a local Plan.
Weaver pointed out Beduhn recommends the LRRWMO adopt a resolution indicating what
the LRRWMO Plan will contain. Schultz asked if the LRRWMO has adequate funding set
aside in the budget for Barr Engineering to update the WMO Plan.
Jankowski commented it makes sense to have Ban Engineering involved with the update
since they prepazed the current Plan and can provide continuity between the two.
Ferguson explained that Coon Rapids has adopted the Plan by ordinance and he will have
to find out what their procedure will be.
