<br />LRRWMO Meeting Minutes <br />October 19, 1995 <br />Page 3 <br />Lobermeier distributed and reviewed the next section under consideration: "Assessment of <br />Problems". He also distributed the Action Plan format showing subject, purpose, goal, <br />activity, steps, resources, measurements, target date and estimated cost. Schultz suggested <br />a column be added for "responsible unit". It was noted that dollar amount and target date <br />information may not be viable. <br />Schultz noted that the Metropolitan Council appears to want part of the action and <br />expressed concern they may look at the target dates established and if not met, may restrict <br />allowing permits or withhold grant money. <br />Ottensmann concurred and noted that the priority may not be very high and dollars may not <br />be available. He pointed out that some people do not see the need for monitoring and <br />water quality, which may inhibit funding. <br />Jankowski suggested the Action Plan be deferred to the individual cities for consideration <br />in their local Plan. <br />Lobermeier suggested identifying the funding source or trigger/mechanism that would start <br />the project, such as development pressure, so it would be part of the development fee. <br />Schultz asked how often the plan is looked at for updating. Lobermeier stated it will <br />probably be another ten years. Schultz questioned whether it should be reviewed more often <br />since concerns may change. Lobermeier explained this may depend on what the amendment <br />process is if an element is included for annual plan review of the Capital Improvement Plan. <br />Schultz supported this suggestion. <br />Lobermeier explained the goal is to review the Plan through the Appendix section and thcn <br />go back through the entire document once again. The Plan update is due to BWSR in May <br />of 1996. Lobermeier suggested that perhaps the LRRWMO can benefit from the BWSR <br />review of the Six Cities Plan which will be in January of 1996. <br />Lobermeier asked if there is a formal legal description of the LRRWMO boundaries or if <br />it follows community boundaries. Jankowski stated he is not aware of a formal legal <br />description. <br />Lobermeier indicated he will add the natural wetland inventories (NWI) and next month the <br />LRRWMO will review more on the permitting and implementation sections. <br />CONSIDERATION OF COMMUNICATIONS <br />Review Correspondence in Chair's Folder <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder. <br />Informational; no action required. <br />
