~"-. ~ <br />LRRWMO Meeting Minutes <br />October 19, 1995 <br />Page 2 <br />Undate - RFP Process for Professional Services <br />Knutson advised staff has contacted the previous Administrative Secretary and is in the <br />process of gathering information on the RFP process used three years ago. This matter will <br />be place on an upcoming agenda when a recommendation is available. <br />PAYMENT OF BILLS <br />Knutson recommended payment of the outstanding February Barr Engineering <br />administrative expenses bill ($168.26) since payment has been received in the same amount <br />from Ms. Sonsteby. He reviewed bills for payment as follows: .Timesaver Off Site <br />Secretarial for $238.78, Barr Engineering for $375.47 ($237.97 permits, $137.50 <br />administration) and $168.26 for February 1995 Administrative Expenses, SEH for $2,273.82 <br />for Plan Revision July/August, City of Anoka for $221.40 for May/September and Richard <br />Kuiken for $309 for refund of the excess permit from LRRWMO Permit #95-1. <br />Motion was made by Ottensmann, seconded by Schultz, to authorize payment to Timesaver <br />Off Site Secretarial for $238.78, Barr Engineering for $375.47 and $168.26 for February <br />1995 Administrative Expenses (paid by Sonsteby), SEH for $2,273.82, City of Anoka for <br />$221.40 and Richard Kuiken for $309. Vote: 4 ayes, 0 nays. Motion carried. <br />REVIEW PLAN UPDATE -SEH -PERMITTING PROCESS <br />Mark Lobermeier, SEH, reviewed the Permitting Process sections of the Plan update as well <br />as a flow chart. Discussion was held regarding the classification of water, how it is <br />determined and when permits are required. <br />Lobermeier suggested a handout packet be compiled which includes a tlow chart and that <br />it also be included in the WMO plan to show the regulatory process. Jankowski agreed this <br />would be helpful. Lobermeier stated he will continue to work with Obermeyer to better <br />define the flow chart. <br />Lobermeier questioned establishing review criteria for commercial or industrial uses, whether <br />five acres or not. Schultz noted the type of use should also be considered, especially if the <br />use involves a lot of vehicular traffic. Lobermeier indicated he will draft revised language <br />to clarify the process for LRRWMO review may go down to a one acre threshold for <br />commercial or industrial uses and/or type of use, SIC Code, traffic level, etc. Lobermeier <br />also noted a description of the LGU process will need to be better defined in the Plan. <br />Lobermeier distributed another flow chart designed for Lino Lakes. Jankowski explained <br />that currently, all permits have come in under the Interim Rules and the LRRWMO has not <br />considered any filling or mitigation permits under the Final rules. Lobermeier stated he will <br />work on more detail, fine-tune this chart, and provide copies at the next meeting. <br />
