~"-. ~ LRRWMO Meeting Minutes October 19, 1995 Page 2 Undate - RFP Process for Professional Services Knutson advised staff has contacted the previous Administrative Secretary and is in the process of gathering information on the RFP process used three years ago. This matter will be place on an upcoming agenda when a recommendation is available. PAYMENT OF BILLS Knutson recommended payment of the outstanding February Barr Engineering administrative expenses bill ($168.26) since payment has been received in the same amount from Ms. Sonsteby. He reviewed bills for payment as follows: .Timesaver Off Site Secretarial for $238.78, Barr Engineering for $375.47 ($237.97 permits, $137.50 administration) and $168.26 for February 1995 Administrative Expenses, SEH for $2,273.82 for Plan Revision July/August, City of Anoka for $221.40 for May/September and Richard Kuiken for $309 for refund of the excess permit from LRRWMO Permit #95-1. Motion was made by Ottensmann, seconded by Schultz, to authorize payment to Timesaver Off Site Secretarial for $238.78, Barr Engineering for $375.47 and $168.26 for February 1995 Administrative Expenses (paid by Sonsteby), SEH for $2,273.82, City of Anoka for $221.40 and Richard Kuiken for $309. Vote: 4 ayes, 0 nays. Motion carried. REVIEW PLAN UPDATE -SEH -PERMITTING PROCESS Mark Lobermeier, SEH, reviewed the Permitting Process sections of the Plan update as well as a flow chart. Discussion was held regarding the classification of water, how it is determined and when permits are required. Lobermeier suggested a handout packet be compiled which includes a tlow chart and that it also be included in the WMO plan to show the regulatory process. Jankowski agreed this would be helpful. Lobermeier stated he will continue to work with Obermeyer to better define the flow chart. Lobermeier questioned establishing review criteria for commercial or industrial uses, whether five acres or not. Schultz noted the type of use should also be considered, especially if the use involves a lot of vehicular traffic. Lobermeier indicated he will draft revised language to clarify the process for LRRWMO review may go down to a one acre threshold for commercial or industrial uses and/or type of use, SIC Code, traffic level, etc. Lobermeier also noted a description of the LGU process will need to be better defined in the Plan. Lobermeier distributed another flow chart designed for Lino Lakes. Jankowski explained that currently, all permits have come in under the Interim Rules and the LRRWMO has not considered any filling or mitigation permits under the Final rules. Lobermeier stated he will work on more detail, fine-tune this chart, and provide copies at the next meeting.
