Coon Rapids & Ramsey <br />Andover, Coon Rapids and Ramsey reports not available; placed on September 21, 1995 <br />agenda. <br />OLD BUSINESS <br />Joint Powers Agreement -Update Re: Ramsey <br />Weaver reported that the Anoka City Council has approved the JPA. <br />Haas stated he will submit it to the Andover Council as soon as it is approved by the Coon <br />Rapids and Ramsey City Councils. <br />Tabled pending ratification by Andover, Coon Rapids and Ramsey City Councils. <br />NEW BUSINESS <br />LRRWMO Permit #95-13 -DNR Request for Review and Comment -Ramsey Sewer & <br />Watermain Project <br />Jankowski noted this permit was discussed at length at the last meeting and he has now <br />applied for a LRRWMO permit and submitted all material for review by Barr Engineering. <br />Obermeyer commented the need for a watershed permit in this type of situation, where a <br />DNR permit is required, is definitely a grey area. He explained while the rules don't <br />mandate review by the WMO, it is his opinion that it really is good policy to do so because <br />the DNR application process deals specifically with their issues and areas outside of DNR <br />jurisdiction are not otherwise addressed. <br />Obermeyer noted that with this particular project, the utility system extends outside of that <br />area where erosion control needs to be addressed and by submitting plans to the WMO, it <br />provides the opportunity to set forth regulations to address those erosion control concerns. <br />Obermeyer recommended, at the limits of construction, that some manner of erosion control <br />
