<br />LRRWMO Meeting Minutes <br />July 20, 1995 <br />Page 7 <br />contingent upon Johanson completing the required banking process as detailed in the July <br />17, 1995 letter from Chris Lord, Anoka Conservation District, (record land use. restriction <br />on the deed, transfer the credits as necessary). Vote: 4 ayes, 0 nays. Motion carried. <br />Haas indicated once Andover receives the modified plan from Fries (with the pond indicated <br />as being deleted), the city will pull the "red tag" so work can begin. <br />Johanson reiterated that the Anoka Conservation District has completed the delineation and <br />the survey work has been completed along with the topography map. Then, Lord came back <br />out to redocument and measure the wetland to finalize his calculations. Johanson requested <br />the LRRWMO advise BWSR of this action to approve. <br />Jankowski suggested the Administrative Secretary call to so advise BWSR and to also send <br />them a letter including a summation of action taken. <br />DNR Request for Review & Comment - Ramsev Sewer & Watermain Proiect <br />Jankowski reviewed the DNR request for review and comment on the Ramsey. sewer and <br />watermain project by pointing out the location and route, and how dewatering will occur in <br />segments with temporary berms being placed in certain locations. As the project proceeds, <br />the azea just completed will be rechazged and the next section started. Jankowski stated <br />they anticipate the dewatering will be temporary and the water level will recover after <br />construction ceases, with no permanent alteration in the wetland or water table. <br />Jankowski advised Ramsey is also proposing to construct a roadway. He pointed out the <br />location and explained that as pazt of the permit for the crossing, they entered into an <br />agreement with the DNR to build a causeway and bridge the rest with a 100 foot bridge. <br />He noted that filling the causeway will reduce the length of the bridge but require some <br />mitigation. The DNR said they would rather see enhancement of the wetland than other <br />mitigation on high land, and proposes a temporary dike to raise the water level to create <br />more open water. <br />Jankowski explained issues like impact on private wells has been addressed in the conditions <br />of this project and the developer will have to provide another water source, if needed. <br />Weaver asked if the purpose of the road extension is to permit further development of the <br />interior azeas. Jankowski responded it is, as well as to provide another outlet for the <br />existing residential development. He pointed out that Sunwood is a significant component <br />of Ramsey's transportation plan because it anticipates there will be an extension from <br />Highway 47 to Ramsey Boulevazd as an east/west collector street. <br />Weaver noted there is a significant area within this basin. Jankowski explained Ramsey has <br />dewatered through this wetland once before in 1991 when they installed sanitary sewer <br />through a portion.
