LRRWMO Meeting Minutes <br />July 20, 1995 <br />Page 9 <br />and requested an extension so it could be discussed at the meeting today. Jankowski stated <br />Ramsey wants to issue the notice to proceed with the project, probably on August 1st. <br />Haas asked if the DNR has any idea of when the water table will come back up. Jankowski <br />explained as part of the dewatering proposal, they will rechazge the water table as the <br />project proceeds. Rechazging of the final portion will depend on the water table rechazging <br />itself. Jankowski explained generally, the water table comes back in a very short period of <br />time, like several weeks. <br />Haas stated most projects, probably 95%, reviewed for dewatering are minor projects but <br />this may be one the LRRWMO should have looked at since it is a significant project. He <br />believed the Plan requires cities to obtain permits. <br />Jankowski asked if a permit would be required if the project is going through a corn field. <br />He reiterated the DNR is exercising oversight of the project. <br />Ferguson agreed this is a DNR wetland and reviewed that in the past the LRRWMO's <br />concern has been with the fringe wetland azeas and potential impact. <br />Weaver asked if Ramsey has received the DNR formal written response with <br />recommendations. Jankowski felt their response will be to grant the permit with conditions, <br />but they have not done that yet. <br />Jankowski provided further details of the actual project by explaining they will strip off and <br />segregate the surface layer as well as the area below. Once the pipe is installed, the soils <br />will be replaced in proper order with the surface layer back on top so the wetland will <br />quickly restore itself. <br />Weaver stated under these conditions, he is not comfortable with making comment. <br />Perry stated as a citizen, he would be upset if a member city was not required to follow all <br />the steps and obtain a LRRWMO permit as required of residents, especially in view of a <br />project this large with 35 foot excavations into a wetland. <br />Ferguson noted the question is whether there is overlapping jurisdiction between the <br />LRRWMO and DNR. Jankowski reported Ramsey held public hearings on this project and <br />did make some changes based on that input from the public. <br />Weaver pointed out Ramsey has been working on this project for quite some time and asked <br />why the LRRWMO is getting it at the last minute, after the city has let the bids and has a <br />contractor ready to go. <br />Jankowski maintained all permits required have been applied for and they are requesting <br />action on the dewatering permit. He stated this is the normal flow for this type of activity. <br />
