LRRWMO Meeting Minutes <br />July 20, 1995 <br />Page 10 <br />The members reviewed the Final Water Management Plan (February 1991) and determined <br />it indicates municipal and govenunental projects are to be reviewed by the LRRWMO. <br />Ferguson stated he understands the concerns being expressed about this project and the <br />feeling it is being "sprung" on the LRRWMO at the eleventh hour, but he does not know <br />of any previous projects where the LRRWMO wanted review authority if it was within a <br />DNR wetland. <br />Jankowski advised Ramsey will have another major sanitary sewer project north of the rail <br />road tracks that will involve dewatering and asked if they will be required to get a <br />LRRWMO permit for that project, or not since it does not involve a wetland. <br />Weaver asked if the DNR is saying Ramsey can go ahead subject to approval of the <br />LRRWMO comments. Jankowski stated they will issue the permit but are waiting for <br />comments from the WMO. Haas asked if the DNR will not approve it if they receive <br />negative comments from the LRRWMO. <br />Weaver asked how Ramsey dared to award the bids before getting the final DNR approval. <br />Jankowski explained the contracts for the project were let with a condition stating the <br />contractor needs to obtain a dewatering permit. <br />Ferguson asked if Ramsey applied for an application with the DNR for the sewer. <br />Jankowski advised they applied for the license to have a facility within a public water and <br />the DNR issued that license. <br />Ferguson suggested the LRRWMO has two issues to consider; to comment on the actual <br />dewatering activity, and to determine whether the LRRWMO wants to assert their authority <br />as the WMO over this project. He stated his recommendation to take action separately on <br />these issues. <br />Haas stated if he lived on this wetland, he would be concerned about the project since <br />dewatering will impact the wetland and there is no guarantee the vegetation and trees will <br />come back. Consensus was reached this is a concern. <br />Ferguson stated he prefers the proposed staging for dewatering and rechazging rather than <br />dewatering the entire azea. He believes this is a reasonable approach to minimize the <br />impact as much as possible. <br />Jankowski advised that no one is adjacent to the last area to be worked on. He stated the <br />DNR will probably require a provision to assure there is no flooding downstream as a result <br />of the dewatering operation. <br />
