<br />LRRWMO Meeting Minutes <br />December 21, 1995 <br />Page 5 <br />OLD BUSINESS <br />LRRWMO #95-22 -Anoka Municipal Utility Power Line <br />Jankowski reviewed the memorandum from Bob Obermeyer indicating he recommends <br />approval of LRRWMO Permit #95-22, Anoka Municipal Utility Power Line, subject to two <br />conditions regarding erosion control measures and that the transmission towers must be <br />located outside of the limits of the designated wetland areas along the proposed alignment. <br />No action necessary; approved at November 16, 1995 meeting subject to Obermeyer's <br />recommendations. <br />NEW BUSINESS <br />LRRWMO Permit #95-23 -Anoka Reeaonal Treatment Center -Anoka <br />Jankowski noted that a memorandum has been received from Bob Obermeyer indicating a <br />retention basin is to be located in the southwest comer of the site and he has reservations <br />regarding the construction of any structure adjacent to a basin that does not have a low level <br />piped outlet. Therefore, he recommends action on this permit be tabled until this issue has <br />been resolved. <br />Bob Weigert, developer's consultant, reviewed the proposed plans to construct an addition <br />to the Anoka Metro Regional Treatment Center in Anoka, drainage patterns, discharge <br />rates and treatment of storm water. <br />Weigert explained he proposed the southerly pond to be a retention pond with no outlet but <br />the outlet to be the permeability of the soils. Also the pond is sized for two one-hundred- <br />year events but Obermeyer's concern is that the drainage way has a potential to impact some <br />existing homes. Weigert stated that if the pond were to fill, the water would meander <br />through the buildings and drain into the River. It was noted that Obermeyer's <br />recommendation is to address it further or to install a storm water system from the southerly <br />pond down to the storm sewer in Grant (1,250 feet in distance). If done, Weigert stated he <br />would probably use PVC and run it along side the existing sanitary sewer. He estimated the <br />cost to be in the range of $30,000. <br />Schultz stated his additional concern is the need to review a design for a sanitary sewer and <br />lift station which may need to be located in the area of the proposed pond. He pointed out <br />the need to avoid a potential future conflict with the sanitary sewer lift station. <br />Weigert explained his firm is only involved in creating a drainage plan (not a sanitary sewer <br />plan) but he will relayed this concern.
