He added that if a pipe outlet is installed, the pond will be <br />smaller. <br />Weigert stated he agrees, somewhat, with Obermeyer and if the LRRWMO requires,. he will <br />install an outlet to resolve Obermeyer's concerns. <br />A brief discussion was held regazding the soil not being permeable when frozen during <br />winter weather or that the pond may be full from snow melt and unable to accommodate <br />two one-hundred-year events. <br />Jankowski stated he understands using the capacity of sand for percolation but after a period <br />of time, it can become plugged. Weigert stated he took a conservative approach in <br />calculations but agrees that if frozen, permeation does not occur. <br />Weaver asked if the property will be State owned where the storm water pipe is to be <br />constructed. Weigert stated it is. <br />Jankowski stated it appears the technical problems are resolved and asked if the LRRWMO <br />wants to consider approval subject to submission of revised plans. <br />Schultz stated he believes the revised plans should be reviewed again by the LRRWMO to <br />assure all concerns aze addressed and the sanitary sewer and storm water pond do not <br />conflict. Weigert requested approval be considered contingent upon Schultz approving the <br />resolution of sanitary sewer issues. <br />Jankowski stated he would agree with this request. <br />Schultz questioned the time table. Weigert explained it will be bid in February and he <br />prefers to not wait until the end of January for an approval in case further revisions are <br />requested. Weigert stated if these issues are not resolved prior to the January 18, 1996 <br />meeting, he will return to that meeting. <br />Schultz explained that if a lift station is needed, it will probably be placed in the location of <br />the proposed pond. Weigert stated he will contact the firm responsible for prepazation of <br />the sanitary sewer system and recon5gure the pond, if needed. <br />Motion was made by Weaver, seconded by Haas, to approve LRRWMO Permit #95-23, <br />Anoka Regional Treatment Center, subject to the submission of revised plans and an <br />erosion control plan, the recommendations of Bob Obermeyer, and resolution of the <br />sanitary and storm water issues by the City of Anoka Engineer. Vote: 4 ayes, 0 nays. <br />Motion carried. <br />
