LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />MAY 18, 1995 <br />CALL TO ORDER <br />Chairman Steve Jankowski called the meeting to order at 8:37 a.m. in the Committee Room <br />of Anoka City Hall. <br />ROLL CALL <br />Voting members present were Steve Jankowski, Ramsey; Ben Ferguson, Coon Rapids; Todd <br />Haas, Andover; and Ray Schultz, Anoka Alternate. Absent: John Weaver, Anoka. <br />Also present was Jim Knutson, Deputy Treasurer; Mark Lobermeier, SEH Consultant for <br />the Plan update; and John Harwood, Hakanson Anderson, Assoc., Inc. <br />CONSIDERATION OF THE MINUTES <br />Motion was made by Haas, seconded by Ferguson to approve the April 20, 1995, regular <br />meeting minutes correcting the fourth paragraph of Page 8 to indicate Bruce Kerber was <br />present, not Wayne Bachman, and the sixth paragraph of Page 11 to indicate #2_659, not <br />2.659. Vote: 3 ayes, 0 nays, 1 abstain (Schultz). Motion carried. <br />1994 ANNUAL AUDIT <br />Knutson presented and reviewed the 1994 Annual Audit as prepared by an independent <br />CPA. He advised it reflects the same figures as discussed in detail at the March 16, 1995, <br />meeting. Knutson commented on fund balances and noted the majority of the fund balance <br />will be used to pay for the Plan update. He pointed out the two graphs detailing fund <br />balances and City contributions which were also included for informational purposes. <br />Schultz questioned the impact if the State were to know that the LRRWMO has been <br />operating without a signed JPA. Knutson stated he is unsure if there would be a financial <br />impact but believed the State of Minnesota would probably not look kindly on this situation. <br />Jankowski commented that the LRRWMO is still an organization and has a JPA, it is just <br />not a current one. <br />Motion was made by Ferguson, seconded by Schultz, to accept the 1994 Annual Audit as <br />prepared and submitted by the independent firm of Bruce R. Siegfried, CPA. Vote: 4 ayes, <br />0 nays. Motion carried. <br />
