LRRWMO Meeting Minutes <br />March 16, 1995 <br />Page 6 <br />Ferguson explained it is understood SEH will not chazge mileage between their office and <br />the Anoka City Hall, but questioned if they would be charged to other member City Halls. <br />Obermeier noted the contract contains a "not to exceed" limit. <br />Haas asked if mileage would be chazged if one of the member cities asks SEH to review the <br />Plan with their Council. Obermeier responded that only the difference would be charged <br />(if different from the distance between the SEH office and Anoka City Hall). <br />Letter to Steven Fries - Beduhn <br />Haas updated the LRRWMO regarding Steven Fries by reviewing the project, resulting <br />violation and noting Beduhn's Mazch 7, 1995, letter indicating there aze several more items <br />to be addressed. He reported he has requested additional funds from Fries since this project <br />is over escrow. If Fries does not respond, Haas stated he will probably request the DNR <br />to gain compliance through court action. <br />Informational; no action required. <br />REPORT OF OFFICERS <br />Third Ouarter 1994 Reports -Coon Rapids <br />Coon Rapids' report not available; placed on April 20, 1995 agenda. <br />Fourth Quarter 1994 Reports -Coon Rapids & Ramsey <br />Coon Rapids and Ramsey reports not available; placed on April 20, 1995 agenda. <br />OLD BUSINESS <br />Joint Powers Agreement -Update Re: Ramsev <br />Jankowski reported that the Ramsey Mayor and City Attorney discussed the JPA, and the <br />Attorney is currently reviewing it and the language that had been proposed. <br />Obermeier explained an option to address Ramsey's concern is to base the cost more on the <br />run off contribution such as used with storm water utilities. He asserted this would be more <br />equitable than basing the financial commitment on tax capacity. <br />Schultz noted it would make a difference if the cost is based on potential runoff versus <br />actual runoff. Obermeier agreed it would have to be calculated on a consistent basis across <br />the WMO. Schultz noted this would be difficult since zoning and land uses change. <br />
