LRRWMO Meeting Minutes <br />February 16, 1995 <br />Page 4 <br />Motion was made by Weaver, seconded by Ferguson, to authorize payment to Timesaver <br />Off Site Secretarial for $324.78, Barr Engineering for $90837, and City of Anoka for <br />$130.97, as presented. Vote: 4 ayes, 0 nays. Motion carried. <br />Knutson advised that payment for lake monitoring is due April 1st so it will be presented <br />and recommended for payment at the Mazch 16, 1995 meeting. Jankowski noted that Grass <br />and Sunfish Lakes are being monitored by the PCA. <br />CONSIDERATION OF COMMUNICATIONS <br />Review Correspondence in Chair's Folder <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder, noting <br />they do not require action. <br />Jankowski noted BWSR has submitted a lengthy memo regarding wetland banking and <br />changes in the WCA and the diminuous exemption from 400 square feet to 1,000 square feet <br />in certain counties. <br />Consensus was reached to forward the letter from Met Council to SEH to determine if it <br />is eligible for funding under the current study. Haas noted that member cities may also be <br />interested in applying for funding. <br />Informational; no action required. <br />Coon Rapid RePional Dam Restoration <br />Weaver advised that the Corps of Engineers has now indicated the pool above the Coon <br />Rapids dam will be left at the lower winter level during the entire two year reconstruction <br />project. He noted this will result in a dramatic impact economically, environmentally and <br />recreationally. Following discussions with the Hennepin County Park District, Corps of <br />Engineers and DNR, they have decided to reopen the public hearing process and scheduled <br />hearings on February 27, 1995 and March 7, 1995. <br />Wetland Banking Discussion -Beduhn Memo <br />Haas noted Beduhn has explained the wetland banking process in his February 9, 1995 letter <br />to Russ Johanson. He suggested Johanson be advised that if he wants to bank his wetland, <br />the process must be done by June, 1995 to convert it under the permanent rules. <br />A brief discussion was held regarding whether the LRRWMO wants to become actively <br />involved with wetland banking (purchasing/banking/selling). <br />
