Ferguson advised that Coon Rapids acts as their own LGU and is doing nothing with <br />wetland banking. <br />Weaver commented on the need to better understand the complexities of wetland banking <br />including the need for authority to transfer wetland banking status. <br />Schultz agreed and noted that an attorney would probably be needed to draw up deeds, and <br />the attorney may advise their clients not to enter into this type of property restriction <br />because it may come back to "haunt" them in the future. <br />Jankowski reported that Ramsey has a small area that could be converted into banking <br />credits and he does not want someone to be able to buy those away because the City may <br />have need for them for a drainage project. It was noted that Ramsey could, perhaps, <br />purchase and bank those credits themselves. <br />Consensus was reached to support Haas' suggestion to invite a BWSR staff person to the <br />next meeting to explain and discuss wetland banking issues. <br />REPORT OF OFFICERS <br />Third Ouarter 1994 Reports -Coon Rapids <br />Coon Rapids' report not available; placed on March 16, 1995 agenda. <br />Fourth Quarter 1994 Reports -Andover, Coon Rapids & Ramsey <br />Haas presented the Fourth Quarter 1994 Report for Andover. In response to Weaver's <br />question, Haas reported that Kob's First Addition will be in compliance by June of 1995. <br />Motion was made by Ferguson, seconded by Weaver, to accept the Fourth Quarter 1994 <br />Report from Andover, as submitted. Vote: 4 ayes, 0 nays. Motion carried. <br />Coon Rapids and Ramsey reports not available; placed on March 16, 1995 agenda. <br />OLD BUSINESS <br />Newsletter Article -Coon Rapids <br />Ferguson distributed a newsletter article entitled The Storm Water Permit Program. He <br />noted that it is somewhat lengthy (two pages) and cities may want to edit it for their local <br />newsletter. <br />
