LRRWMO Meeting Minutes <br />January 19, 1995 <br />Page 10 <br />Jankowski presented a site drawing and reviewed it with the LRRWMO. Hendrickson noted <br />that the only thing that has changed since the original plan was submitted, was construction <br />of the roadway and culverts in two places. He advised there is now considerable runoff into <br />the wetland from the impervious area which is causing flooding since there is no positive <br />outlet. <br />Jankowski pointed out the location of Hendrickson's buildings which are very close to the <br />wetland and may be subject to flooding. He further explained that since the road <br />construction, the elevation of the wetland is higher than the top of the pipe inlets. In the <br />spring when these inlets are subject to refreezing, it could cause flooding of the roadway. <br />Hendrickson explained that the feasbility study completed in 1989 by Hakanson Anderson <br />very specifically included survey data and what was intended was very well articulated. He <br />requested the City be allowed to complete the 1989 project. <br />Jankowski noted that after the Plan update and Ramsey adopts their local plan, they will be <br />better able to address this type of project. He explained they want to build an outlet from <br />the wetland to prevent flooding. Jankowski noted it will be difficult to determine exactly <br />how much wetland will be affected by this project because of the difficulty in delineating the <br />wetland area. <br />Rocky Keehn, SEH, asked if a flood control structure like a weir could be provided which <br />would maintain the wetland as a wetland and still allow water to flow out when it reaches <br />a certain level. He explained this would preserve the wetland but allow water to dump into <br />the ditch system to protect structures from flooding after a large rain. <br />Hendrickson stated his position that the construction of several roadways has funneled <br />runoff into this wetland which is taking the storage capacity and creating more runoff <br />"bounce", resulting in excess that is detrimental to his and other's property. He stated this <br />is not reasonable. Jankowski agreed the additional "bounce" may actually result in creating <br />additional wetland areas. <br />Hendrickson concurred and commented that when talking about "bounce" and protecting <br />fringe wetlands it becomes quite theoretical, but when a spring rain floods property and <br />structures, it must be dealt with. He asserted that his property has been used to store water <br />runoff resulting in damage and devaluation to his property. Hendrickson stated that he is <br />a conservationist but feels the drainage problems need to be corrected. <br />Haas questioned the time frame. Hendrickson assumed it would be done this winter. <br />Jankowski agreed that removing the high spots and installing culverts could be done within <br />a short time frame. <br />Jankowski stated they are requesting approval of a Certificate of Exemption for the project <br />as described in the 1989 feasibility study recognizing the roadway has been constructed so <br />
