LRRWMO Meeting Minutes <br />January 19, 1995 <br />Page 9 <br />Jankowski explained the concern is over cost sharing of projects. <br />Haas concurred with Weaver and noted the LRRWMO has the responsibility to serve the <br />public and get the JPA approved. <br />Not available; placed on February 16, 1995 agenda. <br />NEW BUSINESS <br />LRRWMO Permit #94-15 - Sunwood Drive Review - Ramse <br />Jankowski noted this project involves placing fill in a DNR protected wetland. Fringe LGU <br />associated wetlands are also involved so a permit was submitted. He explained that Beduhn <br />published a notice of this project in the EQB, as required. <br />Jankowski stated they are waiting for the DNR response and once received (if approved) <br />will proceed with the permit and submit additional information to Beduhn. If the DNR <br />does not approve the proposed project, they will have to start over again. <br />LRRWMO Permit #94-17 -Determination of Exemption - Ramsev Ditch Project <br />Jankowski reviewed LRRWMO Permit #94-17, a proposed project to clean out a private <br />drainage ditch and creating new ditch sequents by excavating approximately 2,360 feet of <br />ditch to provide positive outflow above the ordinary high water (OHW) mark and negate <br />working in that portion of the existing ditch through DNR protected wetland 656W. <br />Jankowski noted on October 31, 1994, Ramsey received a response from Robert Bollett <br />advising the City that no DNR permit is required. Also received was comment on the <br />project from Chris Lord, Anoka Conservation District, questioning the impact to the <br />wetland. Jankowski stated he sent Lord a letter to address his concerns and indicate <br />Ramsey felt it was entitled to an exemption to the requirements of the WCA for this project <br />because it was proposed and approved in 1989. Lord responded in a letter dated January <br />13, 1995 that the original project calls for the removal of obstructions along an existing ditch <br />and the addition of a culvert; however, the proposed project calls for the cleaning of the <br />existing ditch and the creation of new ditch segments. Lord indicated the creation of new <br />segments would likely result in significantly greater impacts to the wetlands and would <br />require replacement under the WCA. He cautioned the Board against making an exemption <br />determination unless the proposed project is modified to be the same as that approved in <br />1989, but as long as what Ramsey proposes is the same project as that proposed in 1989, <br />Exemption 24 appears to apply. Jankowski reported he also received a call from Bob <br />Beduhn indicating he arrived at the same conclusion somewhat independently. <br />Jankowski introduced Terry Hendrickson and explained he is interested in this project <br />because his property and several buildings are being impacted by the drainage. <br />
