. i <br />LRRWMO Meeting Minutes <br />February 16, .1995 <br />Page 8 <br />NEW BUSINESS <br />Review Updated Permit Application Form <br />Jankowski explained that the permit application form was updated to add Request for <br />Exemption under Wetland Conservation Act. <br />Consensus was reached to approve the permit application form with the added inclusion <br />of Estimated Comaletion Date. <br />Coon Rapids DNR Permit <br />Ferguson reported he was just advised that Coon Rapid will be applying for a DNR permit <br />to install a park road control structure in the culvert in the wetland area between Anoka and <br />Coon Rapids (behind Riverdale Shopping Center). It was noted this is entirely within the <br />DNR wetland. <br />Ferguson reviewed a set of plans with members and pointed out there is an existing 36" <br />culvert at the OHW, but a plate with a one inch diameter hole is covering it. Coon Rapids <br />proposes to install a weir structure ahead of it. <br />Jankowski commented that this project is similar to Ramsey's Ditch 22 project which <br />involves piping to allow for flood control with a restricted rate of flow. <br />After review of the proposed project, Jankowski noted that if the weir changes the rate of <br />discharge, it has the potential of affecting peripheral wetlands and the "bounce" factor. <br />The LRRWMO concurred that Coon Rapids should submit a permit and fee so it can be <br />submitted to Beduhn for his review and comments, and consideration of whether it would <br />be eligible for an exemption. <br />ADJOURNMENT <br />A motion was made by Weaver, seconded by Ferguson, to adjourn the meeting.
