• LRRWMO Meeting Minutes <br />November 21, 1996 <br />Page 5 <br />Coon Rapids and Ramsey Third Quarter 1996 Reports not available; placed on December 19, <br />1996 meeting agenda. <br />OLD BUSINESS <br />Review Newsletter Article -Jankowski <br />Not available; tabled to December 19, 1996 meeting agenda. <br />NEW BUSINESS <br />SEH Invoices and Responsibilities <br />Lobermeier requested to receive a copy of the agenda and meeting minutes while involved in the Plan <br />update. He asked if he is to invoice Anoka and Andover sepazately for attendance at their Council <br />meetings. Weaver suggested he do so. Haas concurred. <br />• Lobermeier inquired how the LRRWMO determined the number of meetings they agreed to pay for. <br />Weaver stated it is his recollection the contract was anot-to-exceed figure but SEH requested <br />reimbursement for additional meetings which may not have been planned but, perhaps, needed, and <br />discussion concluded that this was a reasonable number of meetings and compensation. <br />Lobermeier agreed the contract contained anot-to-exceed figure but was based on a specific number <br />of meetings with the ability to request additional compensation if that number was exceeded. He <br />questioned why the number of meetings was reduced by one-half as well as the cost per meeting. <br />Lobermeier stated he believes the Board is reasonable in recognizing additional meetings were held <br />` for a variety of reasons but he needs to justify why SEH will notbe able to justify their costs. <br />Jankowski explained the reduced cost per meeting was based on the rationale that the prepazation <br />time for additional meetings caused because the Board was not adequately prepared was not as great <br />as the preparation time for the originally set meeting. <br />With regazd to the number of meetings, 14 were requested and 7 paid for. It was noted that the <br />difference is really 5 meetings since Anoka and Andover Council meetings will be reimbursed <br />separately. Lobermeier noted the six additional meetings identified by SEH (top of page 3/October <br />15, 1996 letter). <br />• Jankowski explained seven meetings are from the point of detailed review of the Plan and should be <br />considered the "extra" meetings. Lobermeier noted a public hearing will be required following agency <br />review and this was not included in the original contract since it was not required by State law. <br />Weaver stated the LRRWMO entered into snot-to-exceed contract and a Plan was prepazed and <br />various cost items included for each wmponent. At that point, the Boazd started to question the cost <br />items (such as for the dam) and asked where those figures came from. The LRRWMO judgement <br />
