<br />LRRWMO Meeting Minutes <br />February 15, 1996 • <br />Page 6 <br />Jankowski noted condition #9 and questioned if the City has a development plan showing those <br />elevations. Haas stated they have not completed the preliminary plan process at this time since they <br />wanted to first complete this process. <br />Weaver asked if this property is within MUSA. Haas clarified it is not and contains 2.5 acre lots. <br />Haas reviewed the process used in Andover and progress being made with their MUSA request <br />without implementing a Liveable Communities Act. <br />Motion by Weaver, seconded by Ottensmann, to approve the Wetland Replacement Plan for <br />Indian Meadows 4th Addition, Andover, subject to the following conditions: <br />1. The erosion control measures shown on the plans must be installed prior to the <br />commencement of land alteration and be maintained until all areas altered on the site <br />have been restored. <br />2. The applicant should be advised that a NPDES Construction permit will also be <br />required from the MPCA. <br />3. At the entryways onto the site, rock filter dikes being a minimum of two feet in height <br />and having a maximum side slopes of four to one must be constructed. These rock filter • <br />dikes will provide an erosion control facility and also enable construction traffic to <br />enter the site. These rock filter dikes must be continually maintained during the <br />construction phase of the project. <br />4. Street sweeping must be undertaken and completed on an as needed basis. <br />5. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />6. The outlets for the water quality basins must be designed to provide skimming of <br />floatable materials. <br />7. The water quality basins must be constructed at the initial stages of construction and <br />be functional during the grading portion of the project. <br />8. Sufficient pipe and surface overflow capacity must be provided between Lots 6-8 and <br />11-12, Block 4 and Lots 2-3, Block 5 to convey runoff from the 100-year frequency <br />storm event. At these locations, the low points in the roadways function the same as <br />a stormwater detention basin and should be designed accordingly. <br />9. The low floor elevation of the structures on Lots 1-12, Block 4 and Lots 1-6, Block 5 <br />must be a minimum of one foot above the calculated 100.year frequency flood elevation <br />of the drainage ditch through the site. It is recommended that a covenant be placed on <br />the title to these properties, stating the minimum allowable floor elevation. <br />10. It is recommended that a covenant be placed on the title to the properties referenced <br />in item 9, stating that certification be submitted to the WHO stating that the low floor <br />elevation has been constructed a minimum of one foot above the 100-year frequency • <br />elevation of the drainage ditch. <br />11. Where proposed Eldorado Drive crosses the existing drainage ditch, the surface <br />overflow elevation must be a minimum of one foot lower than the low floor elevation <br />
