This will provide a freeboard, <br />factor of safety, should the culvert become plugged or a storm of greater intensity than <br />the design event occurs. <br />12. Notification regarding the action taken by the LRRWMO regarding the requirements <br />of the 1991 Wetland Conservation Act must be published in the EQB Monitor and <br />distributed to the required agencies and individuals. Work on the site, within wetland <br />areas, cannot begin until after a 30-day notification period has ended. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />Ottensmann was excused from the meeting at 9:47 p.m. <br />Haas advised he requested a higher escrow amount to cover this additional cost. <br />LRRWMO Permit #96-01 - 153rd Avenue NW Construction - Ramsev <br />Jankowski explained the City of Ramsey has submitted a permit application for the construction of <br />• 153rd Avenue NW in Ramsey which is .83 miles in length and to be located from Armstrong <br />Boulevard to Variolite Street NW, riparian to MDNR Protected waters Wetland 111P. He noted <br />they have taken great care to not impact the wetlands and the estimated construction completion will <br />be in 1987. <br />The LRRWMO reviewed the February 12, 1996 memorandum from Bob Obermeyer, Barr <br />Engineering, indicating the limits of the wetland have been delineated by Franklin Svoboda and <br />Associates and the proposed roadway alignment and construction will not result in fill being placed <br />within designated wetland areas. Therefore, an MDNR permit is not required and the requirements <br />of the 1991 Wetland Conservation Act are not applicable. It was noted that Obermeyer recommends <br />approval subject to six conditions. <br />Jankowski reviewed the plans and noted where a retaining wall will be constructed in several <br />locations where the wetland skirts the roadway. He reviewed the two points of storm water <br />discharge and sedimentation basins with overflows into the wetland, and locations of "turtle walls" <br />to assure protection of the Balding Turtle. Jankowski stated this is the last piece of roadway needed <br />to complete aneast/west link across the City of Ramsey. <br />Haas asked if the wetland boundary was verified. Jankowski stated as part of the application, he sent <br />Barr Engineering the delineation wetland report which was also tied in by surveyors. <br />Motion by Weaver, seconded by Haas, to approve LRRWMO Permit #96-1, construction of <br />153rd Avenue NW in Ramsey, subject to the following conditions: <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. The maximum <br />
