LRRWMO Meeting Minutes <br />January 25, 1996 <br />Page 4 <br /> <br />The LRRWMO reviewed the action and irnplementation plans, funding summaries, and <br />discussed some of the costs included. <br />Haas noted there has not been a lot. of contactwith the general public_and suggested the <br />LRRWMO's agenda be published in the newspaper each month to provide better <br />notification. <br /> <br />• <br /> <br />Lobermeier noted the funding summary indicates what types of funds or grants would be <br />expected or needed to complete that project. <br />Schultz and Ferguson expressed concern with including projects, and thus being held liable <br />by other agencies (Met Council) if the projects are not completed due to lack of funding. <br />Lobermeier suggested he explore with BWSR the significance of including the CIP in the <br />Plan Update, especially since the LRRWMO is not a taxing agency. Lobermeier stated he <br />will ask whether the caveat of receiving outside funding can be attached in the text portion <br />so if outside funding is not received, the project is not completed. <br />Haas pointed out most CIP's are conducted by individual cities, except, perhaps, fora • <br />project involving the Rum River dam. Schultz concurred and noted the estimate to inspect <br />the dam. <br />Ferguson advised that the Six Cities WMO funding calculations took quite a long time to <br />determine and questioned whether it can be completed for the LRRWMO prior to the <br />November 22, 1996 open house. It was noted that the Plan which will be distributed to local libraries <br />for public review and presented at the open house will be a draft plan, not a completed <br />document. <br />Lobermeier reviewed the action plan related to the Rum River dam. Schultz noted Anoka <br />spends a considerable amount to maintain the dam and is currently seeking proposals to <br />inspect the dam and include 33 inch flashboards which is estimated to cost $20,000. <br />However, Anoka will probably explore funding options which may include the LRRWMO, <br />Anoka County, etc. <br />Lobermeier agreed this issue will need to be fully debated and resolved since the dam is of <br />significance to groups outside of Anoka. Ferguson concurred. Haas agreed that both <br />Ramsey and Andover benefit from the dam. • <br />Lobermeier noted that the dam is the defining issue in the LRRWMO, and the other issues <br />are really minor. He asked if the dam should be included in the Plan. <br />
