LRRWMO Meeting Minutes <br />December 19, 1996 <br />Page 2 <br />BWSR. Ferguson stated SEH will provide suggestions on how the LRRWMO could respond to <br />BWSR requests for revision. <br />Weaver noted the review process is included in the SEH contract so he believes a retainage is an <br />option. Ferguson noted a retainage is not part of the contract and Lobermeier, at the last meeting, <br />requested no retainage be withheld with the assurance the Plan will be completed. <br />Jankowski stated withholding a retaining may not be a big issue with SEH but it is not part of the <br />contract. He advised that Ramsey does not require a retainage for professional services and has not <br />had a problem with consultants completing projects. It was noted that the SEH request for payment <br />is for the full balance of the amount agreed to in October of 1996. <br />Weaver stated there should be some recognition of the process which will take another yeaz to <br />complete and a part of the contract which has not been completed. He stated he would be <br />comfortable with lowering the retainage to 5%. Knutson stated a dollar figure, rather than a <br />percentage, could also be considered. <br /> <br />Ferguson noted if SEH does not complete the contract, lazger problems will result. Jankowski agreed • <br />with Ferguson to release all of the funds and stated he is confident SEH will complete the project. <br />Haas advised that Andover has experienced a situation where a consultant did not complete a project <br />involving wellhead protection, even though a 5% retainage was held. <br />Motion was made by Weaver, seconded by Haas, to authorize payment to SEH for $3,952.89 <br />minus a 5% retainage. Vote: 4 ayes, 0 nays. Motion carried. <br />Motion was made by Weaver, seconded by Ferguson, to authorize payment to Timesaver for <br />$161.19. Vote: 4 ayes, 0 nays. Motion carved. <br />Grant Reimbursement Request - 1996 Wetland Conservation Act Grant <br />Knutson reminded the Boazd of the need to submit documentation of costs which qualify for <br />reimbursement from the 1996 Wetland Conservation Act Grant and requested it be submitted by the <br />end of the week: He advised that only two hours ($143) from the City of Ramsey has been <br />documented. Knutson noted that $3,250 is available and suggested a consideration may be <br />appropriate to reduce the request next year so the funds aze available to other WMO's that may have <br />a greater need. <br />Refund Permit Fund Balance -Andover • <br />Knutson advised Barr Engineering has indicated some chazges remain on some of the permits and <br />recommended consideration be tabled until after their next billing.. He explained that the LRRWMO <br />can table consideration or consider approval subject to deducting Barr Engineering charges (once <br />their bill is received). <br />
