Jankowsli reviewed the location of existing and anticipated traffic signals on TFi #47, and the City's process for planning future signalization needs. Ferguson inquired regarding access points. 7ankowsld advised that there will be no left-hand turn access and will be right-in/right-out only. Motion by Ferguson, seconded by Weaver, to approve LRRWMO Permit #96-12, application and wetland delineation for the construction of a service road being 560 feet long and 24 feet wide along the west side of TH #47 from 142nd Avenue to an existing service road to SuperAmerica in Ramsey, subject to the following conditions: i. The erosion control measures must be constructed at the initial stages of construction and be maintained until all areas altered on the site have been restored. 2. The water quality basin must be constructed at the initial stages of construction and • be functional during the roadway construction. 3. The outlet from the water quality basin will have standing water within the pipe at all times. A stabilized overflow along the ponding basin embankment must be provided should the pipe be frozen during the spring runoff period. 4. Upon completion of construction and restoration of disturbed areas, the permit applicant is responsible for the removal of all erosion control measures installed throughout the site. 5. The wetland delineation must be field verified by the Anoka County Soil and Water Conservation District (ACSWCD) prior to the commencement of construction. The LRRWMO approval is contingent upon agreement of the wetland delineation by the ACSWCD. 6. The Minnesota Department of Natural Resources and Army Corps of Engineer's must be contacted regarding the need for permits from these agencies for this project. 7. Should dewatering of the construction area be required and sump pumps are used, all pumped water must be discharged through a sediment control facility, ponding basin, prior to being discharged downstream to the MDNR wetland. 8. At the entryway onto the site rock filter dikes being a minimum of two feet in height and having side slopes of 4:1 must be constructed. These rock filter dikes will enable construction trafTic to enter the site and also provide an erosion control facility. The rock filter dikes must be continually maintained during the construction phase of the project. • 9. Street sweeping must be undertaken and completed on an as-needed basis. Vote: 4 ayes; 0 nays.
