• L]tIiWMO Meeting Minutes <br />August 29, 1996 <br />Page 2 <br />)n response to Weaver regarding mitigation, Jankowski explained it is not required since the size falls <br />under the 5,000 square foot requirement and is within the Dominimus Exemption, Exemption #25. <br />Jankowsli reviewed the location of existing and anticipated traffic signals on TFi #47, and the City's <br />process for planning future signalization needs. <br />Ferguson inquired regarding access points. 7ankowsld advised that there will be no left-hand turn <br />access and will be right-in/right-out only. <br />Motion by Ferguson, seconded by Weaver, to approve LRRWMO Permit #96-12, application <br />and wetland delineation for the construction of a service road being 560 feet long and 24 feet <br />wide along the west side of TH #47 from 142nd Avenue to an existing service road to <br />SuperAmerica in Ramsey, subject to the following conditions: <br />i. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. <br />2. The water quality basin must be constructed at the initial stages of construction and <br />• be functional during the roadway construction. <br />3. The outlet from the water quality basin will have standing water within the pipe at all <br />times. A stabilized overflow along the ponding basin embankment must be provided <br />should the pipe be frozen during the spring runoff period. <br />4. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />5. The wetland delineation must be field verified by the Anoka County Soil and Water <br />Conservation District (ACSWCD) prior to the commencement of construction. The <br />LRRWMO approval is contingent upon agreement of the wetland delineation by the <br />ACSWCD. <br />6. The Minnesota Department of Natural Resources and Army Corps of Engineer's must <br />be contacted regarding the need for permits from these agencies for this project. <br />7. Should dewatering of the construction area be required and sump pumps are used, all <br />pumped water must be discharged through a sediment control facility, ponding basin, <br />prior to being discharged downstream to the MDNR wetland. <br />8. At the entryway onto the site rock filter dikes being a minimum of two feet in height <br />and having side slopes of 4:1 must be constructed. These rock filter dikes will enable <br />construction trafTic to enter the site and also provide an erosion control facility. The <br />rock filter dikes must be continually maintained during the construction phase of the <br />project. <br />• 9. Street sweeping must be undertaken and completed on an as-needed basis. <br />Vote: 4 ayes; 0 nays. Motion carried. <br />
