LRRWMO Meeting Minutes • <br />August 29, 1996 <br />Page 3 <br />REVIEW PLAN UPDATE <br />Discussion began with the Assessment of Problems and Batr Engineering's comments as follows: <br />ASSESSMENT OF PROBLEMS: <br />Process: Obermeyer advised the Plan update has not been sent to the Department of <br />Transportation or Department of Agriculture, but he would do so and request their input. <br />Problem Idemification: Consensus reached to incorporate recommendation of Barr Engineering <br />and include definitions of water body types. Page 69, last paragraph: Lobermeier to reword <br />to address lake level quantification data with regard to rising or fluctuating water levels, <br />include level data, and eliminate reference to "urbanization". <br />Paee 72: Add jurisdictional aspect of National Park Board. <br />IMPLEMENTATION PROGRAM: Lobermeier requested a copy of the current permit <br />application form and requirements so it can be included in the Plan. • <br />Wetlands: Consensus reached to incorporate recommendation of Barr Engineering. <br />Erosion and Sedimentation: Consensus reached to incorporate recommendation of Barr <br />Engineering. <br />DNR Shoreland and Floodplain: Consensus reached to incorporate recommendation of Barr <br />Engineering. <br />Runoff Rates: Consensus reached to incorporate recommendation of Barr Engineering, <br />indicate Figure 6 (not Figure 5), and Figure 6 needs to be finaled. <br />Floodine: A lengthy discussion occurred regarding design of storm drainage and elevation above the <br />design storm elevation. Consensus reached to incorporate recommendation of Barr Engineering <br />and also revise Page 85, Minimum Building Elevation, to state "minimum building elevation <br />is defined as the lowest floor elevation"; Page 85, #1, add: "100-year flood elevation or <br />designated storm elevation and two feet above the 100-year 10-day snowmelt; revise to "lowest <br />habitable floor"; #4, add "or three feet above evidence of the water table as measured by <br />modeled soil unless shown and designed to prevent flooding". <br />Pond Construction: Discussion occurred regarding fencing of on-site ponds and elevation of side • <br />slopes. <br />Floatable Pollutants: Page 89, Lobermeier to revise to incorporate requirements for dry ponds. <br />
