LRRWMO Meeting Minutes <br />August 1, 1996 <br />Page 2 <br />Investigate Outfall Easements: Consensus reached to make no change. <br />Develop Outfall Improvement Strategy: Consensus reached to make no change. <br />Wetlands Management: <br />Prepare Comprehensive Wetlands Plan: Haas reviewed a recently adopted Andover ordinance <br />requiring a 16.5 foot buffer along wetland azeas. He stated he believes the cost to prepaze a <br />Comprehensive Wetlands Plan will exceed $24,000. Lobermeier reviewed the BWSR requirement <br />regazding this topic and how other communities are meeting it. Jankowski suggested that an intern <br />could prepaze a Comprehensive Wetlands Plan to rank wetland azeas. Haas commented on the need <br />to justify this type of cost to the City Council. Discussion ensued regazding requirements to pretreat <br />drainage prior to entering a wetland. Consensus reached to shift funding source to BWSR and <br />Anoka Conservation District (ACD) due to receipt of matching grant through ACD to hire an <br />intern. <br /> <br />Establish Wetland Rankine with "MNRAM": Consensus reached to shift funding source to <br />BWSR and ACD. • <br />Biannually Verify Wetland Rankines: Consensus reached to shift funding source to BWSR and <br />ACD. <br />Regulatory Programs: <br />Lobermeier reviewed changes made to this section at a previous meeting. <br />Review then turned to the EXECUTIVE SUIvIMARY section as follows: <br />Pa e 2: General Boundaries & Membership -Revise to indicate "The Lower Rum River <br />Watershed is located in the southwestern part of Anoka County"... <br />Paee 7: Rum River Dam: A Priority -Ferguson advised that Coon Rapids prefers to not include the <br />sentence indicating "WMO participation in the current inspection and future repair is warranted" and <br />suggested it be eliminated from this specific section of the Plan since it would require Council <br />consideration. It was noted that reference to the dam is included in other areas of the Plan. <br />Consensus reached to revise to indicate: "WMO participation in the current inspection and <br />future repair needs to be defined" and "Anoka currently bears the entire brunt of the cost of <br />operating and monitoring the dam". (Remove "derives no benefit from the dam but".) <br />County Ditch Issues: Eliminate end of paragraph: "which now serve an urban, rather than a • <br />rural function." <br />Stormwater Wetlands: Lobermeier to revise last sentence. <br />
