<br />LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />AUGUST 1, 1996 <br />SPECIAL MEETING <br />CALL TO ORDER <br />Chairman Steve Jankowski called the special meeting to order at 2:12 p.m. in the Committee Room <br />of Anoka City Hall. It was noted this special meeting was called to provide an informal discussion <br />of the Second Generation WMO Plan update. <br />ROLL CALL <br />Voting members present were Steve Jankowski, Ramsey; Todd Haas, Andover; Ben Ferguson, Coon <br />Rapids; and Ray Schultz, Anoka Alternate. <br />Voting member absent was John Weauer, Anoka. <br />• Also present was Bruce Perry, Andover Alternate; and Mark Lobermeier, SEH. <br />REVIEW PLAN UPDATE <br />With regazd to questions raised at the July 18, 1996 meeting, Lobermeier advised that "Field Review <br />of Ditch Systems" is addressed in the North Rum River Minor Watershed but labeled differently. <br />Consensus reached to maintain consistency and include Field Review of Ditch Systems in the <br />North Rum River Minor Watershed without the reference to "WMO". <br />Discussion was held on the consensus reached at the July 18, 1996 meeting regazding "Review <br />Hydrologic Models for Ditch System and whether it should be identified under the Implementation <br />section or the Regulatory Programs section. Agreement was reached to retain the consensus of <br />July 18, 1996. <br />Discussion was held regazding "Develop Joint Powers Agreement for Ditch 0 & M. Lobermeier <br />explained the continuing intensified impact to ditch systems as communities urbanize and the resulting <br />need for maintenance. Agreement was reached to retain the consensus of July 18, 1996. <br />Discussion next occurred of the Mississippi River Minor Watershed, as follows <br />• Mississippi River Minor Watershed: <br />Complete River Outfall Inventory: Consensus reached to make no change -except to correct <br />several typos. <br />
