• LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION JULY 18, 1996 CALL TO ORDER Vice Chairman John Weaver called the meeting to order at 8:32 a.m. in the Conference Room of the Engineering Department. ROLL CALL Voting members present were Todd Haas, Andover, Ben Ferguson, Coon Rapids; and John Weaver, Anoka. Voting members absent: Steve Jankowski, Ramsey. Also present were Ray Schultz, Anoka Alternate; Bruce Perry, Andover Alternate: Tim Knutson, Deputy Treasurer. APPROVAL OF THE MINUTES • Motion was made by Haas, seconded by Ferguson, to approve the June 28, 1996 regular meeting minutes, as submitted. Vote: 3 ayes, 0 nays. Motion carried. With regazd to the July 11, 1996, meeting minutes, Schultz commented the minutes aze not very clear that the WMO will not be responsible for the intern to be hired from the grant presented by Chris Lord. He explained that the LRRWMO does not have workers comp and he is concerned about the potential for liability. Ferguson agreed that Lord left this issue "open" and stated it was his impression that this is to be determined at the convening of the Joint Powers Board. Weaver stated while he shares the concern and agrees with the need to clarify this issue, he wonders if the minutes need to be changed or if they accurately reflect discussion which took place at the meeting. Ferguson read several sentences from Page 2 of the meeting minutes which confirmed his previous statement, that the issue will "depend on how the JPA is structured". Motion was made by Ferguson, seconded by Haas, to approve the July 11, 1996, special meeting minutes, as submitted. Vote: 3 ayes, 0 nays. Motion carried. Weaver added Item #3 under Old Business, Jurisdictional Clarification Regarding Intern under • Implementation Grant Joint Powers Agreement.
