• LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />JULY 18, 1996 <br />CALL TO ORDER <br />Vice Chairman John Weaver called the meeting to order at 8:32 a.m. in the Conference Room of the <br />Engineering Department. <br />ROLL CALL <br />Voting members present were Todd Haas, Andover, Ben Ferguson, Coon Rapids; and John Weaver, <br />Anoka. <br />Voting members absent: Steve Jankowski, Ramsey. <br />Also present were Ray Schultz, Anoka Alternate; Bruce Perry, Andover Alternate: Tim Knutson, <br />Deputy Treasurer. <br />APPROVAL OF THE MINUTES <br />• Motion was made by Haas, seconded by Ferguson, to approve the June 28, 1996 regular <br />meeting minutes, as submitted. Vote: 3 ayes, 0 nays. Motion carried. <br />With regazd to the July 11, 1996, meeting minutes, Schultz commented the minutes aze not very clear <br />that the WMO will not be responsible for the intern to be hired from the grant presented by Chris <br />Lord. He explained that the LRRWMO does not have workers comp and he is concerned about the <br />potential for liability. <br />Ferguson agreed that Lord left this issue "open" and stated it was his impression that this is to be <br />determined at the convening of the Joint Powers Board. <br />Weaver stated while he shares the concern and agrees with the need to clarify this issue, he wonders <br />if the minutes need to be changed or if they accurately reflect discussion which took place at the <br />meeting. Ferguson read several sentences from Page 2 of the meeting minutes which confirmed his <br />previous statement, that the issue will "depend on how the JPA is structured". <br />Motion was made by Ferguson, seconded by Haas, to approve the July 11, 1996, special <br />meeting minutes, as submitted. Vote: 3 ayes, 0 nays. Motion carried. <br />Weaver added Item #3 under Old Business, Jurisdictional Clarification Regarding Intern under <br />• Implementation Grant Joint Powers Agreement. <br />
