LRRWMO Meeting Minutes <br />July 18, 1996 <br />Page 4 <br />Knutson noted that the member dues are the same as last year and the 1997 budget will need to be <br />considered by member city councils. <br />Further review of the 1997 Budget was tabled to the August 15, 1996, meeting agenda. <br />DISCUSS PLAN UPDATE <br />South Rum River Minor Watershed: <br />Rum River Dam Imorovement: Review began with Table 23. Schultz reported on the inspection <br />report currently being done on the dam and the underwater investigations which are to be completed. <br />He suggested the 1996 costs remain as is since it is an actual cost in 1996, if approved by Council. <br />Consensus was reached to leave the $20,000 inspection report cost under 1996. <br />• <br />The estimate of $150,000 for construction plans was discussed. Haas questioned if the inspection <br />of the dam should be removed from the Plan since Anoka has already covered this cost ($20,000). <br />Ferguson stated he does not object to leaving it in the Plan and reviewed what had happened with the <br />project at Springbrook where a city covered the cost but the project remained in that WMO's plan. • <br />Haas noted that for the actual cost of a dam project, Anoka would probably come directly to the <br />cities to request funding participation, not to the LRRWMO. Weaver pointed out that these costs <br />would not be included in any of the city's 1996 budget so, perhaps, it should be reflected in the Plan <br />for 1997. <br />Weaver asked Haas if he would present those costs to the City of Andover during the 1997 budgeting <br />process. Haas advised that Andover is already in the budget review process. Schultz stated once the <br />inspection report is received and addressed by the Anoka Council, he will suggest it be copied to the <br />LRRWMO for distribution to member cities <br />Consensus was reached to have the project dated 1996 with funding dated 1997, eliminate <br />"construction plans" and revise to state "structural maintenance" with the estimated cost <br />changed to $75,000. <br />Reconstruction of the Dam: Schultz stated he does not think the City of Anoka will make this <br />expenditure ($1 million) on their own. Ferguson noted that $250,000 is identified as coming from <br />Anoka. Schultz commerned on the projected cost included in the Plan and the types of improvement <br />it would include. Consensus was reached to leave this as is for 1998. <br />Ownership Responsibility A Bement: Consensus was reached. to leave as is. • <br />Field Review of Ditch Systems: Schultz noted the grant funds just applied for are to identify drained <br />and degraded wetlands and questioned whether this title should be revised. A question was raised <br />as to why this issue is not also included in the North Rum River Minor Watershed. Haas asked if the <br />
