Weaver commented <br />on the delicate nature of ditches and suggested that the LRRWMO not accept any responsibility for <br />or jurisdiction over ditches. Ferguson noted this is probably more of an issue with Ramsey and <br />Andover. Haas stated a preference for leaving jurisdiction with the County and suggested, perhaps, <br />the wording should revised to eliminate the word "WMO". Consensus was reached to revise <br />wording to remove the indication it is a "WMO" ditch and to ask Lobermeier why this is not <br />included in the North Rum River Minor Watershed. <br />Complete Hvdrologic Models for Ditch Svstem: Haas noted tins also is not consistent. with the North <br />Rum River Mmor Watershed and reviewed that "Prepare General Hydrologic Model" was eliminated <br />from the North Rum River Minor Watershed since it is a city function. Consensus was reached to <br />remain consistent with the North Rum River Minor W atershed, revise to "Review Hydrologic <br />Models for Ditch System", include as a permit item, leave as a line item but since responsibility <br />of affected City, remove funding. <br />Develop Joint Powers Agreement for Ditch O & M: Schultz noted that some interaction between <br />• cities on ditch issues is needed. Haas suggested it be a city cost to develop hydrologic studies and <br />that they submit it to the LRRWMO for review (also at City cost). Consensus was reached to <br />eliminate. <br />Mississippi River Minor Watershed: <br />Since Ramsey is greatly affected by this category, consensus was reached to table further discussion <br />to the next meeting. <br />Schedule Special Meeting Date for Plan Review <br />Consensus was reached to schedule a special meeting on August 1, 1996, 2 p.m., for discussion <br />of the Plan update and to invite Mark Lobermeier. <br />CONSIDERATION OF COMMiJNICATIONS <br />Review CorresQondence in Chair's Folder <br />Weaver reviewed the correspondence and notices contained in the Chair's Folder. <br />The Administrative Secretary was directed to submit, as requested by BWSR, a notarized copy <br />of the JPA. <br />• <br />
