Schultz stated he shazes that concern and reviewed a reference to <br />implementation by each member City of a Management Program. He stated his concern that <br />government is being circumvented by some of these issues. <br />A discussion ensued regarding activities detailed on Pages 99 and 100 such as street sweeping, <br />maintenance guidelines, inspection of wetlands, etc. Consensus was reached to strike reference <br />to maintenance guidelines section (Page 99). <br />Haas questioned the adoption of local plans if they do not fully comply tb~iequirements identified in <br />the LRRWMO Plan Update. He suggested the minimum management practices be identified. Haas <br />poimed out that the LRRWMO does not have jurisdiction over ditches and suggested that reference <br />be made. <br />Consensus was reached to strike the requirement for biannual inspection of wetland areas <br />(Page 99); revise tanguage to indicate the LRRWMO has no jurisdiction over public ditches <br />(Page 99); add "in their Local Plan which addresses" (bottom of Page 98). <br />• A discussion ensued regarding management practices. Jankowski asked if different standazds should <br />be established for urban and rural azeas. <br />Haas suggested a revision to inspection of storm sewers to indicate "frequency necessary to determine <br />if dischazge ..." (Page 99). <br />Weaver suggested an amendment to the middle of Page 99 to indicate "The following are <br />managemern practices recommended by the WMO SUBJECT TO THE ABILITY TO IIviPLEMENT <br />PRACTICALLY BY EACH MEMBER CITY (to be emphasized in capital and bold print). He noted <br />this will emphasize the differences between member Cities. <br />Ferguson suggested the revision indicate "The following management practices are recommended by <br />the WMO. EACH COMNIiTNITY HAS DIFFERENT CHARACTERISTICS AND <br />SPECIFICS THISH WILL BE ADDRESSED IN THEIR LOCAL PLAN" (to be emphasized <br />in capital and bold print). He noted this brings the Local Plan into consideration. Consensus <br />reached. <br />Consensus was reached to make the following revisions: <br />North Rum River Watershed: <br />. Develop Consistent Management Strategies <br />Develop On-site Systems Plan <br />Tabled <br />Tabled <br />
