LRRWMO Meeting l~fmutes
June 13, 1996
Page 4
Prepare General Hydrologic Model Removed
(Should be individual City's responsibility -not the LRRWNIO. Change to
Review General Hydrologic Modeling. Ask SEH how splits were decided
between Andover and Ramsey and process that would be used. when a
consultant is selected.
Develop Hazardous Spill Response Plan
Removed
(Not needed to be part of the Implementation Plan since not included in the
Action Plan and each City aheady has a Hazardous Spill Response Plan. Ask
SEH why this was included since not included in the Action Plan or Rules. Ask
SEH to determine a better area of the Plan to address this issue and indicate
which agencies are responsible.)
Schultz suggested BWSR be asked for confirmation of their agreement to extend the submittal date.
Weaver asked if an extension of time results in an increase in consultant fees. Haas stated review by
the LRRWMO is a part of the process and it should not result in a fee increase unless unreasonably
expanded. Ferguson agreed.
Weaver asked if some of the concern is that there are new issues included in the Plan Update that •
increases the LRRWMO authority. Ferguson agreed it implies an expansion of the LRRWMO's
workload, project input, and projects which aze beyond the current scope.
Schultz pointed out that Anoka is a chartered. City and their. State Statute requirements may be
different than other cities who became chartered at a later date. This may make a difference in the
"best managemern practices" for each member City but the Plan Update is attempting to address these
issues for all. He questioned whether BWSR recognizes these differences between cities.
NEXT SPECIAL MEETING DATE FOR PLAN REVIEW
Consensus was reached to schedule the neat special meeting on Thursday, July 11, 1996, at 2
p.m. to 4:30 p.m. At that time, the Barr Engineering Plan Update comments will be discussed.
ADJOURNMENT
Jankowski declazed the meeting adjourned.
Time of adjournment: 10:35 a.m.
Respectfiilly submitted, •
Carla Wirth
Administrative Secretary
