• LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />MAY 30, 1996 <br />SPECIAL MEETING <br />CALL TO ORDER <br />Chairman Steve Jankowski called the special meeting to order at 8:50 a.m. in the Committee Room <br />of Anoka City Hall. It was noted this special meeting was called to provide an informal discussion <br />of the Plan update. <br />ROLL CALL <br />Voting members present were Steve Jankowski, Ramsey; Todd Haas, Andover; Ben Ferguson, Coon <br />Rapids; and John Weaver, Anoka. <br />Also present was Ray Schultz, Anoka Alternate. <br />REVIEW PLAN UPDATE <br />• Weaver and Haas advised their City Councils reviewed the Executive Summary. Ferguson advised <br />the Coon Rapids Council will receive the Executive Summary as an informational item to advise them <br />of this activity. Jankowski stated the Plan Update is currently before the Ramsey Road and Bridge <br />Committee who will make a recommendation to Council. <br />Weaver explained that the Anoka Council raised questions about the dam and costs associated with <br />it as well as revenues from various sources to cover those costs. They recognize the Plan update <br />does not "reinvent the wheel" and is mandated to be completed. <br />Jankowski stated in reviewing the revised Executive Summary, he believed the assessment of the <br />problems was accurate and organizational goals identified puts things in perspective. However, he . <br />questions how costs were calculated (such as $2,000 per year for public involvement and $21,350 <br />for data collection programs). <br />Schultz noted costs identified in Table 32, Implementation Priorities, suggested they are estimated <br />costs, and noted this is not intended to "tie" the LRRWMO into a dollar amount. <br />Jankowski noted how the total dollar amount is divided between responsible units. Ferguson <br />suggested this is SEfPs best effort and it is up to the LRRWMO to adjust it, if necessary. <br />Schultz reviewed the suggested responsible unitlfunding source breakdown which indicates Anoka's <br />• portion over ten years is $301,250 due to work on the Rum River Dam (dam). He pointed out that <br />the LRRWMO will have to determine, at some point, whether they will participate in these costs. <br />Schultz advised Anoka will currently pay approximately $1,500 to remove a tree which is hanging <br />on the dam. He agreed the dam is of benefit and value to Anoka, as it is to upriver communities as <br />well. <br />
