• LRRWMO Meeting Minutes <br />May 30, 1996 <br />Page 3 <br />individual cities; however, the Plan simply indicates these items are required as part.of the City's Ptan <br />and not indicated for funding by the LRRWMO. <br />Weaver expressed concern regazding several broad statements which aze included in the Plan <br />regazding the LRRWMO's support of various local school educational and county programs. He <br />suggested a qualifier be included in these statements such as "generally supported" rather than "shall <br />be supported". Weaver suggested a disclaimer statement since the WMO, in this Plan, is pictured as <br />supporting programs which have not been developed and, at this point, not known in their complexity <br />or funding requirements. <br />Jankowski stated he believes this document provides enough "wiggle room" to allow the LRRWMO <br />to determine whether or not they will fund an educational program. Schultz pointed out the group <br />could ask the LRRWMO why they have not spent anything on educational efforts and request funding <br />for this mandated activity (education). <br />Weaver expressed concern with a requirement to support Anoka County's recreational and <br />educational programs related to the water resources of the community (page 57). He suggested it <br />• be reworded to indicate each such item will be approved separately by the LRRWMO at the time it <br />is considered. Ferguson supported the term "generally support" rather than to indicate approval of <br />each item will be considered. <br />Consensus was reached to delete funding for these activities but to generally support them. <br />Discussion was held regazding the possibility of participating in the Northtown Northern Community <br />Expo which would provide more visibility and public involvement.. Schultz asked if the LRRWMO <br />is to be in the business of promoting or educating. He noted there are many free brochures already <br />available from BWSR and other governmental agencies. <br />Jankowski suggested the LRRWMO promote that it exists and what its mission is. Haas commented <br />that this is really more educational than promotional. <br />Weaver reported on an excellent informational hearing held by students at the Anoka High School <br />regarding water issues. He suggested the LRRWMO obtain that information. <br />Discussion was held regazding the option to contact the high school to request this information or <br />to ask them to conduct research on various projects, as needed. It was noted this would provide <br />tremendous educational benefit. Schultz stated the LRRWMO would need to verify the source of <br />data used in the high school studies. <br />• Weaver was excused from the meeting at 10:48 a.m. <br />Schultz commented on the need to discuss, in detail, the Implementation Process and requirements <br />being made (such. as building and 100-year flood elevations). <br />
