• LRRWMO Meeting Minutes <br />April 18, 1996 <br />Page 7 <br />Tun Stanton, Shamrock Development, reviewed the proposed townhouse project and explained the <br />30-acre site north of Riverdale is somewhat unusual. He reviewed a site plan of the azea and <br />estimated there will be less than 2,000 cubic feet of fill. <br />Jankowski asked if a DNR permit will be required. Stanton stated this delineation was conducted <br />through a survey two and one-half years ago and it will come under the Deminimus Exemption #25 <br />of the WCA. He pointed out Coon Rapids is the actual LGU but he wanted to present the plan to <br />the LRRWMO for review of the ponding. <br />Weaver asked how construction can start prior to issuance of a DiVR permit. Stanton explained the <br />DNR area is not being impacted and they have begun work on the high ground. Weaver questioned <br />the amount of fill. Stanton asserted Obermeyer's memorandum is incorrect in indicating a squaze <br />footage that is too high. Stanton requested advise or input on changes desired by the LRRWMO. <br />In response to Jankowski, Lynn Caswell, John Oliver & Associates, Inc., reviewed the outlet points, <br />ponding, skimmers, and outlet into the wetland. He noted there is no major storm sewer system on <br />the site. <br />• Schultz asked if they have followed the recommendations of Obermeyer. Caswell and Stanton stated <br />they have. It was noted that all runoff will go into a sedimentation pond. <br />Weaver noted the engineer's recommendation indicates the storm sewer system must have adequate <br />pipe and/or surface overflow capacity to convey the 100-yeaz frequency dischazge, not the 10-year <br />capacity that stone sewer systems are typically designed for. Caswell pointed out the three leveling <br />pipes between the two wetland azeas which will carry the 100-year capacity. <br />Haas asked if the permit is being requested since these are considered Class B waters. Ferguson <br />explained Coon Rapids asked the developer to present the plan to the LRRWMO. Ferguson <br />explained the control structure discussed last year was not constructed but it will be completed as part <br />of this project. <br />Weaver questioned the elevation of the lowest habitable surface. Stanton stated it is about 2.8 feet <br />above the 100-year point which will comply with separation required to qualify for FHA financing. <br />A discussion ensued regarding grading and water elevations. <br />Haas asked if a skimming device is included. Caswell stated this has been included and the <br />information will be provided to Obermeyer. <br />• Jankowski suggested Obermeyer review the sizes of the proposed ponds to assure they are adequate. <br />Stanton noted there is some space for expansion and they will submit their plans to Obermeyer for <br />review. <br />
