• LRRWMO Meeting Minutes
April 18, 1996
Page 15
7. The low floor elevation of structures to be located on Lots 16-18, Block 1, adjacent to
the wetland area must be established a minimum of one foot above the calculated 100-
year frequency flood elevation of this facility.
8. The LRRWMO, being the LGU administering the requirements of the 1991 Wetland
Conservation Act, requires that the developer provide verification, provided either by
the Anoka Conservation District or the engineering advisor to the LRRWMO, of the
wetland limits on the site, as delineated by the developer's consultant.
Vote: 4 ayes - 0 nays. Motion carried.
PLAN UPDATE
The LRRWMO requested Barr Engineering provide a cost estimate to review and provide
recommendations on the Plan Update. Obermeyer stated he will review the plan and provide a
written estimate.
SEH Request for Contract Amendment -Continued
• The LRRWMO reviewed the letter provided by SEH detailing work remaining to be completed on
the Plan update and their request for an additional $4,600 to complete the Plan. It was noted this
would increase the total Plan update cost from $26,400 to $31,000.
Schultz noted the cost of other watersheds is not an issue of consideration and if SEH believes there
was an inconsistency or need for revisions in the current Plan which are over and above what they
said they would do, they should "spell them out".
Ferguson and Jankowski noted the only additional work may have been the informational meeting.
The SEH proposal was reviewed which indicated $3,000 was included in the original bid amount for
the cost of Board and community review.
Motion by Ferguson, seconded by Weaver, to notify SEH that based on the information
provided, the LRRWMO does not see any areas of expanded scope for work related to the Plan
Update and the contract was awarded at anot-to-exceed price.
Schultz noted this is anot-to-exceed figure which included certain parameters and the LRRWMO has
taken no action to exceed those parameters. Haas agreed and noted the Statutes clearly spelled out
what was required.
• Weaver noted the LRRWMO has not requested any additional information beyond what had been
presented in the RFP except to request a clarification, and SEH has dictated the pace, not the
LRRWMO, so there is no justification for the increase.
Vote: 4 ayes - 0 nays.
