L1tRWM0 Meeting Minutes .
April 18, 1996
Page 14
is necessary to verify it was done correctly. Haas stated Andover has used the ACD to provide that
verification (cost of $75).
LRRWMO Permit #96-06 •• Sunfish Lake Estates - Ramsev
The LRRWMO reviewed the Apri116, 1996 memorandum from Bob Obermeyer, Barr Engineering,
indicating his review of the plans and application for site grading for the Sunfish Lake Estates
development at the intersection of Sunwood Drive and Sunfish Lake Road in Ramsey fora 25-lot
single-family residential subdivision. It was noted Obermeyer recommends approval subject to seven
conditions.
Jankowski reviewed the proposed development and grading elevations and noted the issue of a small
amount of fill to accommodate one building pad (345 cubic feet of fill) and expansion of wetland on
the west by 4,000 to 5,000 feet as compensation.
Haas commented on the need to verify wetland boundaries to assure they are accurate and do not
exceed the threshold of 5,000. Jankowski concurred and suggested this be a standard requirement.
In response to Weaver, Jankowski pointed out the location of the existing road easement through this •
property.
Motion by Ferguson, seconded by Weaver, to approve LRRWMO Permit #96-06, Sunfish
Lake Estates development site grading at the intersection of Sunwood Drive and Sunfish Lake
Road in Ramsey fora 25 lot single-family residential subdivision subject to the following
conditions:
1. The erosion control measures must be constructed at the initial stages of construction
and be maintained until all areas altered on the site have been restored.
2. The applicant should be advised that a NPDES Construction permit is also required
from the MPCA.
- 3. At the entryways on to the site, rock filter dikes being a minimum of 2 feet in height
and having maximum side slope of four to one must be constructed. These rock filter
dikes will enable construction traffic to enter the site and also provide an erosion
control facility. The rock dikes must be continually maintained during the construction
phase of the project.
4. Street sweeping must be undertaken and completed on an as needed basis.
5. Upon completion of construction and restoration of disturbed areas, the permit
application is responsible for the removal of all erosion control measures installed
throughout the site. •
6. A detailed storm sewer plan must be submitted for review and approval. The storm
sewer to be located between the proposed structures on Lots 16-17, Block 1, must be
designed with pipe and/or pipe and surface overflow capacity for the 100-year
frequency storm discharge.
