LRRWMO Meeting Minutes • <br />March 21, 1996 <br />Page 2 <br />Receipt of Grant Funds <br />Knutson reported that a check for $2,267.08 was received from the 1995 WCA Block Grant. He <br />advised grant funds will also be available in 1996 and encouraged all members to log costs which <br />qualify for reimbursement through this grant. Knutson reviewed that a question has been raised about <br />reimbursing the individual cities for their associated costs. <br />Jankowski noted that Andover and Ramsey probably receive the most calls and staff time for these <br />types of issues. He explained that now he usually refers residents to the ACD and questioned whether <br />they should be reimbursed for their costs. <br />Haas stated Andover has requested their portion of costs to be reimbursed by the LRRWMO. <br />Jankowski stated the Ramsey Finance Director has made the same indication. <br />Weaver asked if it is being suggested that the City's projects be financed by pass-through grant <br />funding. Jankowski noted there is a fairly large amount of unspent grant fiords and if the ACD is <br />helping people, maybe the member cities can use the ACD as a resource. <br />Schultz asked ifthe grant fiords can be used for educational purposes. A brief discussion took place • <br />regazding various types of activities that have qualified for grant reimbursement. Jankowski agreed <br />that the educational effort could be increased through the use of grant funds. <br />Weaver emphasized the mission should not be to explore new ways to use grant fiords but, rather, <br />viewed as a budget reserve in the event of unforseen costs. He applauded the action of not using <br />grant funds if they aze not needed and not creating ways to spend resources. Weaver pointed out the <br />dam project which maybe coming up and would make good use of grant funds. He noted there are <br />four strong cities with control of water resources within the LRRWMO's jurisdiction and the purpose <br />of this organization is not to "reinvent the wheel," but to abide by the law. <br />Jankowski concurred there is no need to spend grant money just because it is available; however, he <br />does support education which may not be highly expensive. <br />The topic of grant reimbursement to member cities will be placed on the April 18, 1996, <br />meeting agenda. <br />Consider Adoption of Memorandum of Understanding with Anoka Countv <br />Knutson noted the Memorandum of Understanding is fora 50% matching grant of $3,200 with one <br />change in that they are not allowing acarry-forward balance from the previous year. • <br />Weaver noted that Anoka, Andover, and Ramsey have yielded their LGU authority to the LRRWMO <br />and asked if Coon Rapids receives a grant to act as their own LGU.
