LRRWMO Meeting Minutes. • <br />March 21, 1996 <br />Page 6 <br />CONSIDERATION OF COMMiJNICATIONS <br />Review Correspondence in Chair's Folder <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder. <br />Informational; no action required. <br />Cease & Desist Order - Ramsev <br />Jankowski explained that a Cease and Desist Order was issued to Ramsey to take some fill out of a <br />location constructed for a park trail which, during construction, became a second access and resulted <br />in the fill spreading into the wetland. He advised the City has responded by indicating their intention <br />to remove as much as fill as needed to nan-ow the width of the trail. If not possible, they will apply <br />for a mitigation or board-walk the trail. <br />Construction Permit -Anoka <br />Jankowski reviewed the DNR request for review and comment on the Jeanne Wilkinson application • <br />to construct a 64 foot long and six foot high treated timber retaining wall for control of erosion along <br />the Rum River at 3532 Rum River Drive. Schultz questioned the life-expectancy of a timber retaining <br />wall. <br />Weaver asked if the LRRWMO engineer should review this request. Jankowski suggested a response <br />be sent indicating this is a significant project and encourage review by the DNR and Army Corp of <br />Engineers to maintain adequate erosion control during construction. Haas noted the building code <br />may require an engineer's design since it is a large-sized retaining wall. <br />Schultz noted that LRRWMO review would require a permit and since this is under DNR review, <br />perhaps that added expense is not needed. Ferguson agreed and stated he believes this will be <br />reviewed by the DNR. Haas questioned the length of time this project will be under construction. <br />Since this is a DNR permiit, consensus was reached to send a letter of response expressing <br />concerns as detailed in discussion. <br />REPORT OF OFFICERS <br />Fourth Quarter 1994 Report - Ramsev <br />Ramsey report not available; placed on April 18,1996. agenda. • <br />
