`i <br />• LRRWMO Meeting Minutes <br />October 16, 1997 <br />Page 3 <br />OLD BUSINESS <br />Review Newsletter Article -Jankowski <br />Not available; tabled to November 20, 1997 meeting agenda. <br />NEW BUSINESS <br />LRRWMO Permit #97-11 -Alpine Park - Ramsev <br />a Review Conditions of Approval <br />Jankowski explained that at the September 18, 1997 meeting, the LRRWMO approved Permit #97-11 <br />subject to the conditions recommended by Bob Obermeyer, Barr Engineering. He noted that the <br />conditions recommended aze as follows: <br />1. The erosion control measures must be constructed at the initial stages of construction and be <br />• maintained until all azeas altered on the site have been restored. <br />2. At the entryway onto the site, rock filter dikes being a minimum of 2 feet in height and having <br />maximum side slope of four to one must be constructed. These rock filter dikes will enable <br />construction traffic to enter the site and also provide an erosion control facility. The rock <br />dikes must be continually maintained during the construction phase of the project. <br />3. Street sweeping must be undertaken and completed on an as needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit application <br />is responsible for the removal of all erosion control measures installed throughout the site. <br />5. The water quality basin must be constructed at the initial stages of construction and be <br />functional during the site grading portion of the project. <br />Jankowski reported that the plans have been modified to accommodate these recommendations. <br />No action required; permit approved at September 18,1997 meeting. <br />Wetland Banking Application <br />Jankowski explained the second element of the application had to do with the creation of wetland <br />which they would like to bank for future projects. He noted the application prepazed by Hakanson <br />Anderson Associates, Inc. for the wetland and reviewed their project plans, noting the azea of wildlife <br />habitat in the center. Jankowski suggested consideration be delayed until a recommendation is <br />received from Obermeyer and review made by Anoka County Conservation District or the TEC <br />Panel. <br />
