LRRWMO Meeting.Minutes • <br />October 16, 1997 <br />Page 4 <br />Jankowski reported the City of Ramsey will be submitting another wetland banking application for <br />the extension of C.R #116 between Ramsey and Armstrong Boulevards. He noted the LRRWMO <br />will probably be receiving more applications of this type in the future. <br />No action required. <br />Anoka County Project Request <br />Schultz explained that Anoka County wants to start work on a street project but has not yet made <br />application or presented submittals. <br />Doug Fisher, Assistant Anoka County Engineer, explained that SRF Consulting Group designed a <br />storm water pond to alleviate a water problem they have had associated with East River Road. He <br />advised that he has a permit application and fee which he will submit today. Fisher reviewed a plan <br />identifying the location of roadway under consideration and explained this section of roadway does <br />not have a positive storm water system. He noted the location of two 72" dry well catch basins <br />which collects drainage in this general area. Fisher explained the adjoining properties which are • <br />impacted. like to totally remove our drainage from going into that area south of the roadway by <br />eliminating the outlet into the low azea and provide a ponding azea for water quality purposes and <br />extend new sewer system to existing sewer system on South Street. He stated Anoka County does <br />plan some roadway reconstruction and this project has been designed. to ultimately serve for that <br />project as well. Will buy a ponding easement from the School District and pond will not impact the <br />ice rink or ball diamond/play ground azea. will built fence 6:1 slope, gradual slope, designed to be <br />a dry pond but will be fenced. because of sandy soils expect pond to dry out quickly but if problem <br />could run perforated pipe at bottom of pond to assure it dries out quickly. <br />Fisher stated he appreciates Schultz' help in directing him to the meeting today. He explained they <br />would like to start the project right away through a change order of an existing project. Fisher <br />estimated it will cost about $85,000 and stated it is a viable project since it will remove the flooding <br />concern of Anoka County, City of Anoka, and School District. <br />In response to Jankowski, Fisher explained they will have to remove the sidewalk during construction <br />and will then replace it. The pond area will be fenced but continued to be mowed. He fiurtlrer <br />explained there may be minor modifications with regard to the exact location of the fence, gates <br />within the fence, or steepness of the slope based on School District input. He advised the School <br />District is receptive to the project since they realize they are also involved in the flooding issue. <br />Discussion occurred regazding the area of storage and direction of water flow from the pond towazds <br />a positive outlet. Fisher explained the pond is designed to this size because there is no capacity <br />downstream so the drainage will be metered into the City's system. <br />Weaver stated his support for this project. <br />
