• LRRWMO Meeting Minutes <br />October 16, 1997 <br />Page 5 <br />Schultz stated he also believes this is a good plan but noted that Ban Engineering has not had the <br />opportunity for review and recommendation. He suggested the permit be considered for approval <br />subject to Obermeyer's recommendation. <br />Schultz noted the dry wells were constructed by the State and then the roadway was taken over by <br />Anoka County. <br />Fisher gave the permit and application fee to Jankowski. He explained the timing for this project and <br />stated they would like to authorize a contractor to start next week. <br />Motion by Weaver, seconded by Ferguson, to approve LRRWMO Permit #97-12, Anoka County, <br />subject to review and recommendation of Ban Engineering and to request that Bob Obermeyer <br />expedite his review of this permit. <br />Haas asked if Obermeyer would make recommendations and Anoka County would then make those <br />revisions based on the rewmmendation of Obermeyer. Fisher stated they would and reiterated there <br />• maybe slight changes based on the input of the School District, which he will relate to Obermeyer. <br />Haas noted that Andover Elementary uses a dry pond system but it is not fenced. He inquired <br />whether a fence is needed for this project. Fisher explained that a fence already exists to sepazate the <br />playground from the roadway and they only plan to extend it somewhat but not place it along the <br />sidewalk. <br />Vote: 4 ayes - 0 nays. Motion carried. <br />Rum River Tour -Report <br />Jankowski reported the Zoning Administrators of Anoka, Ramsey and Andover met to discuss <br />findings of the recent Rum River tour. It was requested that Ramsey provide direction about an area <br />to post for "No Wake," the entire section or just erosion areas noted on the tour. The Ramsey City <br />Council reviewed the request and responded that they wanted to have the entire length posted as "No <br />Wake." Jankowski advised that public hearings will be held on that and it maybe controversial. One <br />resident has akeady indicated objection. <br />Haas stated he thought the LRRWMO would receive a report on what is going on and as to what the <br />Zoning Administrators concluded. He suggested he ask the Andover Zoning Administrator to <br />provide that update. <br />Jankowski stated that he believes the DNR has thejurisdictionfnr "No Wake" posting. Several other <br />members stated it was their impression that the City has that jurisdiction. <br />Haas stated he will ask the Andover Zoning Administrator about this and ask that it be included in <br />his report. <br />
