LRRWMO Meeting Minutes <br />• September 18, 1997 <br />Page 3 <br />NEW BUSINESS <br />LRRWMO Permit #97-11 -Alpine Park - Ramsev <br />Jankowski explained this project is located in the City of Ramsey. He reviewed the components of <br />the project and the future plans to extend CR #116. Jankowski reviewed the direction of pazking lot <br />drainage from east to west through the easements and into a Swale. He advised that Obermeyer is <br />recommending that some type of detention facility be provided in the Swale before the water overflows <br />into the pond. Jankowski stated the City does agree to provide that detention. Additional issues raised <br />by Obermeyer concerned credits for the wetland azea. <br />Jankowski explained that the City has already awarded the contract and the project is scheduled for <br />a fall completion. He requested consideration of the permit subject to Obermeyer's comments. <br />Jankowski stated he does not believe Obermeyer will find any substantial objections. He requested <br />permission to begin grading at this time. <br />Schultz noted the power line easement is not shown on these plans. Jankowski concurred and <br />explained that nothing is planned within that area except for some grading. <br />• Jankowski noted there is documented contamination from the landfill but it is flowing the other way. <br />In addition, a reclamation system is in operation and they also have a gas interception bum-off system <br />in operation. <br />Schultz inquired whether trees will be disrupted. Jankowski stated there aze a few trees in the middle <br />but more on the borders. Jankowski stated the pre-construction meeting is scheduled for tomorrow <br />and he expects the contractor will want to begin grading in the middle area sometime next week. <br />Jankowski stated Obermeyer did address the erosion control and siltation measures and noted while <br />they aze on the detailed plan, the exact location is not identified on all of the plans. <br />Haas stated he would be willing to consider contingent approval as long as all issues within the <br />engineer's letter aze addressed prior to the start of work. <br />Motion by Haas, seconded by W eaver, for approval of LRRWMO Permit #97-11, Alpine Park, <br />contingent upon meeting all of the engineer's recommendations prior to the start of work. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />(Obermeyer's recommendation was received October 8, 1997 and is included in the meeting minutes <br />of October 16, 1997.) <br />• <br />
