LRRWMO Meeting Minutes <br />• September 18, 1997 <br />Page 4 <br />Discuss Rum River Tour <br />Jankowski reported that a three hour tour of the Rum River took place to identify fallen trees, unusual <br />erosion, etc. A brief discussion ensued during which it was indicated there was very little bank <br />erosion except for three azeas where no-wake zones should be considered. <br />Haas stated they also looked for violations of the Wild & Scenic River Act and while not many were <br />found in the Andover azea, there aze several severe violations within Ramsey. <br />Jankowski commented on how to determine a violation and which occurred prior to or after the Wild <br />& Scenic River regulations. <br />Haas stated his impression that he saw more violations during this tour than a previous tour he had <br />taken. He stated there were not as many fallen trees as he had expected, except for within the Anoka <br />azea where there are quite a few and some are very lazge. <br />Weaver asked if some aze within the jurisdiction of the LRRWMO. Jankowski stated the Wild & <br />• Scenic River regulations aze not within the LRRWMO jurisdiction but there were two or three <br />locations where there was a fair amount of naturally occurring erosion. <br />Schultz stated if it is naturally occurring, he does not think any measures should be taken. <br />Jankowski commented on the need to address properties farther upstream if the LRRWMO intends <br />to do anything about water quality, which is not very high. <br />Schultz explained that it is typical for the Rum River to not have a high degree of clarity due to the <br />wetland azeas which drain into it. Also, there has been more rainfall and drainage into the Rum River <br />this year which may result in carrying more sedimentation. <br />Haas commented on the high number of development project which may also result in some impact. <br />He reported that Lake Mille Lac is very clear this yeaz so he would expect that would improve the <br />clarity of the Rum River somewhat. He suggested that the lower clazity this year may be the result of <br />some of the construction projects taking place. <br />Weaver added that there is also farmland which has always drained into the Rum River which may <br />result in loss of clarity. <br />Haas stated if the tours are conducted annually, they will be able to observe whether the clarity is <br />• increasing. <br />Jankowski suggested that a Secci disk be brought along during the next tour. Weaver suggested that <br />a DNR representative also be invited along. <br />
